Sedra is a 20 million square metre master plan east of Princess Nourah University, laid out in eight phases toward more than 30,000 homes at build-out (ROSHN; masterplan by Albert Speer plus Partner, 2019). It is ROSHN’s first flagship, the PIF community developer created under Vision 2030. Off-plan sales opened in October 2021 and the first keys were handed over in November 2022, ahead of schedule, so this is a place you can walk today rather than a render. ROSHN reported more than 1,000 families in residence by 2024 to 2025 (Arab News; Construction Week).

The homes follow the Salmani style, a modern reading of Najdi architecture, on tree-lined streets built to be walked. That pedestrian intent is unusual for a Riyadh suburb, and it is the first thing residents notice. Around the villas sit mosques, parks, schools and community retail delivered phase by phase: one delivered phase alone lists seven mosques, schools and seven shopping areas (Saudipedia; ROSHN). Beyond the gates, life is car-based, with ROSHN Front the nearest big retail and dining anchor.

The Kingdom’s foreign-ownership law took effect on 22 January 2026, and on 23 to 24 June 2026 the Cabinet approved its executive regulations and named Sedra among Riyadh’s nine designated ownership zones (REGA Geographic Scope Document; Bird and Bird). That puts a family suburb on the same eligibility list as KAFD, New Murabba and Diriyah. edra takes its name from the sidr, the jujube tree, and that quiet, rooted image is a fair description of the ambition here. This is not a tower or a single scheme but a whole community built from nothing on 20 million square metres of north Riyadh, planned in eight phases toward more than 30,000 homes. To understand it is to understand ROSHN, the state-backed developer set the task of proving that Saudi Arabia can build master communities people actually want to live in, because almost everything about the place, its design code, its walkable streets, its phasing, follows from that mission.

The master plan, and the developer behind it

ROSHN was created in August 2020 as the Public Investment Fund’s national community developer under Vision 2030, and Sedra is its first flagship. The master plan was commissioned in 2019 from the Frankfurt firm Albert Speer plus Partner (Wikipedia; ROSHN). Off-plan sales opened in October 2021, the first keys were handed over in November 2022 ahead of schedule, and Phase 1, about 3,400 three- and four-bed homes, is substantially delivered. That makes Sedra the proof-of-concept for the Saudi master-community model, and by 2024 to 2025 ROSHN reported more than 1,000 families in residence (Arab News; Construction Week).

The design discipline is the part that sets it apart. Every phase follows the Salmani style, a modern reading of Najdi tradition, on tree-lined streets built to be walked rather than only driven. Homes sit inside neighbourhoods organised on mosques, parks and community retail, one delivered phase alone lists seven mosques, schools and seven shopping areas (Saudipedia; ROSHN). For a buyer used to Riyadh’s road-and-gate compounds, the unusual thing here is coherence: a single hand has shaped the whole, which is a strength and, as the risk notes below make clear, also a dependence worth understanding.

What you are actually buying

The core stock is three- to five-bedroom townhouses, duplexes and standalone villas in the Salmani style, sold freehold. Phase 1 alone delivered about 3,400 three- and four-bed homes, and Phase 5, on sale from 2025, adds more than 2,000 across 1.3 million square metres around some 600,000 square metres of open and green space (ROSHN; The Arab Today). Above that mainstream tier sits a branded layer: from 2023 ROSHN began parcelling land to third-party developers, so branded villas now sit inside the wider community. Which one is right depends on how you intend to use the community, which is the conversation we start with rather than finish on.

Pricing follows that order. Resale listings in mid-2026 ask broadly SAR 8,000 to 14,300 per square metre, with whole villas from about SAR 2.1m (Property Finder, read July 2026, portal asking prices, not achieved). Knight Frank puts wider north Riyadh villa values near SAR 8,660 per square metre, up 8.2% year on year (The Saudi Report 2025). The branded parcels, Etoile by Elie Saab and Neptune Interiors by Mouawad, price above the community norm. Those readings move, and portal asks are not sale prices, so we verify against live stock before you form a view.

Where it is going

The reason Sedra is worth a guide now is a status shift. Development continues across eight phases toward more than 30,000 homes, so parts of the community will remain active worksites into the late 2020s (ROSHN; Gulf Construction). The larger change is legal: the foreign-ownership law took effect in January 2026, and on 23 to 24 June 2026 the Cabinet approved its executive regulations and named Sedra among Riyadh’s nine designated ownership zones (REGA Geographic Scope Document). That is the single biggest demand catalyst here, and it puts a family suburb alongside KAFD, New Murabba and Diriyah on the eligibility list.

The headwinds are real and worth stating plainly. GASTAT recorded Riyadh real estate prices down 4.4% year on year in Q1 2026, with national villa prices down 6.1%, a cooling signal after three years of steep growth (GASTAT, via Arab News and Argaam, April 2026). Roughly 70,000 new Riyadh units are expected over two years, and buyers have shifted toward wait-and-see even as rents surge. Zone eligibility is also drawn on maps, not district names, so whether a given deed qualifies is exactly the kind of thing we check against the REGA record before anyone commits. The case is structural, not urgent, which is the whole point of starting with the community.

Who can own
Saudi and GCC nationals can already own. For other foreign buyers the framework took effect on 22 January 2026, and the Cabinet approved the designated geographic zones in June 2026, administered by REGA. The zones are drawn on maps, not district names, so we confirm a specific building against the REGA record rather than relying on the neighbourhood.
What you hold
Freehold title where a building sits inside a designated zone. Established stock is already titled, so ownership tends to be cleaner to verify than on unbuilt land.
Residency
The Premium Residency real estate route starts at SAR 4m of appraised, unmortgaged residential property and holds for as long as eligibility, including the ownership, is maintained. Cash routes exist alongside it for those who prefer not to anchor residency to one home.
Taxes
A one-off 5% real estate transaction tax on purchase, and that is broadly the headline cost. There is no recurring tax on a completed home and no individual capital gains tax when you sell one.
Letting
Long lets register through the Ejar platform. Short-let host permits are currently restricted to Saudi nationals, though a licensed operator route exists. We map which applies before you bank on rental income.

Can a foreign buyer own in Sedra?

Yes. The Law of Real Estate Ownership by Non-Saudis took effect on 22 January 2026, and on 23 to 24 June 2026 the Cabinet approved its executive regulations and named Sedra among Riyadh’s nine designated ownership zones. Eligibility is checked deed by deed through REGA’s Saudi Properties portal. Before that regime, DarGlobal had already sold Neptune villas freehold to international buyers. We confirm eligibility on a specific deed before you proceed.

What can I actually buy in Sedra?

Freehold townhouses, duplexes and standalone villas of three to five bedrooms in the community’s Salmani, modern Najdi style. Is Sedra liveable today or still a construction site?

Both, by phase. Handovers began in November 2022 and ROSHN reports more than 1,000 families in residence, with mosques, parks and neighbourhood retail operating in the early phases. Later phases, and branded parcels such as Neptune, expected around 2027, remain under construction.

How far is Sedra from the airport and the business districts?

King Khalid International Airport is about 15 to 20 minutes, roughly 15 km. ROSHN Front is around 10 to 12 minutes, KAFD about 20 to 25 minutes, and the Olaya business spine 25 to 30 minutes. Princess Nourah University, with its metro connection, sits directly to the west.

What is the investment case, honestly?

Rental demand is strong: Riyadh villa rents rose about 17% year on year to an average near SAR 88,700 in 2025. But sale prices are cooling; GASTAT recorded Riyadh prices down 4.4% year on year in Q1 2026, with heavy new supply coming. The June 2026 foreign-ownership designation is a genuine structural catalyst, but this is a medium-term hold, not a quick flip market.

What taxes and fees apply when buying?

A 5% Real Estate Transaction Tax applies on purchase, and the non-Saudi ownership law allows the state to levy fees of up to 5% on non-Saudi transactions on top of registration costs. There is no annual property tax on completed homes. Budget roughly 7 to 10% above the purchase price for total transaction costs, and confirm the exact stack on your specific deed.
