The city, in full
The Al Khobar story.
A fishing village that oil turned into the Kingdom’s Gulf-coast address, and a market that has grown steadily rather than spectacularly.

Al Khobar grew up beside the oil. Dhahran, home to Saudi Aramco’s headquarters, sits on its western edge, and Dammam, the seat of the Eastern Province, to the north; together the three make one coastal metropolis. Al Khobar is the part of it that faces the water, with a long corniche along the Gulf, and since 1986 the 25-kilometre King Fahd Causeway has carried traffic between its southern edge and Bahrain. It has never needed a giga-project to justify itself. Its demand comes from the people who work here.

A market that moves steadily
JLL’s mid-2025 reading shows the shape of it. In the second quarter of 2025 apartment prices in Al Khobar rose 5.8% year on year and villa prices 2.2%, while annual sales volumes climbed 23.7%, against a weaker quarter for Dammam next door. That is a market where activity is outpacing price, which tends to favour a buyer who can see what they are paying for.

Homes you can walk through
Most of what is sold to international buyers in the Kingdom today is off-plan. Al Khobar offers the other thing. Al Majdiah 158 in Al Bahr is finished: 116 homes in six buildings, 98 apartments and 18 villas, photographed complete rather than rendered. On 1 October 2026 three-bedroom apartments were listed from SAR 739,100, two-bedroom apartments from SAR 899,100 and five-bedroom villas from SAR 2,399,000, all before the 5% transaction tax, with 25 homes still available.
Buying a completed home removes the questions that dominate an off-plan purchase. There is no construction timetable and no escrow schedule: you inspect the home, agree the price, and title passes at the notary and registry once payment is complete.
Al Khobar has never needed a giga-project to justify itself. Its demand comes from the people who work here.

III.
Who may own
Al Khobar follows the national rules rather than the holy-city ones. Since 22 January 2026 the Law of Real Estate Ownership by Non-Saudis lets non-Saudis own inside the designated zones REGA publishes on the Saudi Properties platform, and a legally resident non-Saudi, including a Premium Residency holder, may own one home for personal use outside them. Budget roughly 10% in combined transaction taxes and fees, plus registration. We check the specific plot against the published map before you reserve.
