Oman is still one of the Gulf’s better-value places to live well, and yet it keeps a short list of addresses where the money settles: waterfront villas, embassy enclaves and coastal retreats that command the highest rents in the country. We have ranked the ten priciest, anchored to the Savills Q1 2026 Oman report and Numbeo’s June 2026 figures rather than the rough estimates the old version leaned on. Almost all of them sit in Oman’s capital, Muscat, with two coastal entries from Salalah in the south. One number to set the scene: Savills reports total property transaction value reached OMR 678 million by the end of March 2026, up 18.4% year on year, so this is a market that has been appreciating, not drifting.

1. Al Mouj (The Wave), Muscat: the priciest address in Oman.

Rent: around 1,770 OMR a month for a four-bed villa; about 710 OMR for a two-bed apartment. Buy: roughly 900-1,200 OMR per m² for apartments, 1,500-2,000 OMR per m² for prime villas.

Al Mouj is less a neighbourhood than a statement: waterfront villas built for the view, a marina, and an 18-hole, par-72 links course designed by Greg Norman that Golf World Top 100 ranks second in the MENA region. It is home to about 8,000 residents from 80-plus nationalities, and it is the clear top address in the country. Savills puts the four-bed villa average at roughly OMR 1,770 a month in Q1 2026 (up 2% on the quarter) and the two-bed apartment at about OMR 710 (up 3%). It also matters that Al Mouj is one of the designated Integrated Tourism Complexes, the only zones where foreigners can buy freehold, which is part of why it commands what it does.

What you are paying for. Sale prices here have run up roughly 18-25% into early 2026, so yields have compressed to about 5-7% as values outpaced rents. A waterfront dinner runs into the tens of rials a head, a round of golf a similar order; the premium is the marina, the course and the address as much as the square metres.

2. Madinat Al Sultan Qaboos, Muscat: the embassy quarter.

Rent: villas commonly in the high hundreds to over a thousand OMR; apartments roughly 400-650 OMR. Buy: villas typically OMR 200,000 to 500,000-plus.

MQ is where Muscat’s diplomatic and professional set lives: garden villas sit cheek by jowl with embassies, the American-British Academy (founded 1987) and British School Muscat, which makes it a magnet for international families. The streets were laid out in the 1980s, modernity with an Omani grammar, and the district has held its standing ever since. Across prime Muscat, Savills records rents rising roughly 4-7% year on year into 2026, and MQ sits firmly in that band. Treat the area as a benchmark for embassy-grade villa living rather than for a single headline rent.

What you are paying for. Connectivity and schools, mostly. Families pay for the short run to the international academies, the embassy security and the quiet, established streets. A gym membership at a higher-end club runs into the tens of rials a month; everyday meals stay modest by Gulf standards.

3. Muscat Hills, Muscat: gated calm with freehold.

Rent: villas sit toward the top of the Muscat range; apartments below them. Buy: freehold ITC pricing, in the prime villa band.

This gated enclave above the city trades the bustle for calm, and it has been one of the strongest movers in the market. Like Al Mouj it is a designated Integrated Tourism Complex, so it carries freehold rights for foreign buyers, which underpins the demand. Values across the prime tourism complexes have appreciated into early 2026, so yields have eased even as villa rents have firmed.

What you are paying for. Space, security and a view, set against the freehold-plus-residency hook that ITC addresses carry. Families weigh the airport-side calm and the golf club against the longer run into central Muscat.

On Oman’s priciest addresses

These addresses are a chessboard, where yields, lifestyle and the right to own freehold all carry a price.

4. Qurum, Muscat: beachside money and the central seam.

Rent: apartments average around 350 OMR a month; villas command more. Buy: central-Muscat apartment pricing, below the freehold tourism complexes.

Qurum is the beachside seam of central Muscat: whitewashed villas, a long public beach, and a commercial pull that has turned it into a shopping-and-dining centre of gravity. Savills has Qurum apartment rents averaging about OMR 350 in Q1 2026, broadly stable on the quarter, which makes it the most accessible entry on this list while still sitting among the capital’s prime quarters. The cultural draw of the adjacent Royal Opera House, which is technically in neighbouring Shatti Al-Qurum, spills over here too.

What you are paying for. Location, mostly: the beach on one side, the malls and restaurants on the other, and an easy reach to the rest of Muscat. Everyday coffee and dining stay reasonable; the premium is the postcode.

5. Shatti Al Qurum, Muscat: where embassies meet the beach.

Rent: villas range from family homes to several thousand OMR for the largest. Buy: among the highest per-m² rates in the capital.

Shatti is the diplomatic-and-beach district, and it ranks among the capital’s priciest addresses in its own right. Detached villas near the consulates sit at the top of the Muscat range, with the largest homes commanding several thousand OMR a month. This is also home to the Royal Opera House Muscat, the 1,100-seat hall whose programme runs from ballet to Omani music, with the Opera Galleria arcade alongside.

What you are paying for. The beach, the embassies and the culture on your doorstep. Shatti is coastal clout with a diplomatic address, and the villa benchmarks have firmed well above where the old guide pegged them.

6. Al Azaiba, Muscat: the fast-rising airport side.

Rent: apartments below the prime communities; villas command more. Buy: mid-prime, below the freehold tourism complexes.

Al Azaiba has momentum. A short hop from Muscat International Airport, it has been sprouting compounds at pace and pulling in families who want newer stock without the ITC price tag. The direction of travel is up rather than down. It is the most credible mid-prime entry here: real demand, real new supply, and an easy reach to the airport and the western expressways.

What you are paying for. Convenience and newness. Airport access, modern compounds and a shorter run to the business districts make Azaiba a practical alternative to the headline addresses.

7. Salalah (Al Haffa), Dhofar: Oman’s green coast.

Rent: long-term rents stay well below Muscat; seasonal short-lets spike with demand. Buy: coastal homes are materially cheaper than the capital’s prime stock.

Salalah flips the desert script: coconut groves and misty hills along the Dhofar coast, with Al Haffa as its green heart near Al Baleed. It earns its place as the value outlier rather than for headline rents. The real story is the Khareef, the monsoon that runs from late June into September and draws visitors in force; long-term rents hold relatively steady through it while short-let and holiday rates climb on demand. Think of Al Haffa as a seasonal premium rather than a year-round one.

What you are paying for. A coastline and a climate the rest of the Gulf does not have in summer. Salalah trades the capital’s connectivity for a slower, greener pace and lower long-term costs.

8. Muscat Bay, Muscat: the cliffside freehold resort.

Rent: resort-grade, toward the top of the Muscat range. Buy: freehold ITC pricing, in the prime villa band.

Muscat Bay is one of the five designated Integrated Tourism Complexes where foreigners can own freehold, a cliffside resort community set above its own beach east of the city. Like Al Mouj and Muscat Hills it carries the residency hook that comes with ITC ownership, which is why a comparatively young address already belongs on this list. It sits in the same prime band as the other tourism complexes, with the resort, marina-adjacent setting and the freehold rights doing the work.

What you are paying for. A self-contained resort address with freehold ownership and a path to residency. The pitch is privacy and the coastline rather than proximity to the city’s commercial core.

9. Jebel Sifah, Muscat: the marina escape with freehold.

Rent: resort and holiday-let weighted; premiums in season. Buy: freehold ITC pricing, in the prime villa and apartment band.

About an hour south-east of Muscat, Jebel Sifah is another of the five Integrated Tourism Complexes, a marina resort wrapped in mountains and beach. It earns its place for the same structural reason as Muscat Bay: freehold ownership and the residency rights that come with an ITC address. It leans more toward second homes and holiday lets than year-round living, which keeps its rental profile seasonal, but the freehold-plus-residency hook keeps sale prices firmly in the prime band.

What you are paying for. A marina, a beach and the mountains, with freehold title attached. Jebel Sifah is the weekend-and-residency play rather than the daily-commute one.

10. Al Dahariz, Salalah: the southern coast’s second draw.

Rent: below Muscat’s prime addresses, in line with Salalah overall. Buy: coastal stock, cheaper than the capital.

Al Dahariz is Salalah’s second coastal draw: modern homes, a beach atmosphere and a steady tourism engine. Like Al Haffa it is the affordable end of this list rather than the expensive one, and it belongs here as a southern counterpoint to Muscat’s prime quarters. The honest framing is qualitative: Salalah is cheaper than the capital across the board, and Al Dahariz is one of its more sought-after coastal addresses rather than a high-rent enclave.

What you are paying for. Coast, climate and value. Al Dahariz offers the Dhofar lifestyle at a fraction of Muscat’s prime rents, with tourism keeping a quiet floor under demand.

Why these addresses cost more: freehold and residency.

Freehold is rationed. Foreign buyers can own freehold only inside the designated Integrated Tourism Complexes: Al Mouj, Muscat Hills, Muscat Bay, Jebel Sifah and AIDA. Residency follows the title. In August 2025 Oman relaunched its property-linked residency ladder: a Silver Visa for a property investment of OMR 250,000 (renewable for five years) and a Golden Visa for OMR 500,000 (ten years).
