Baladi Unified Oman link ties property data to meters.
Muscat Municipality has signed a cooperation deal to join municipal property and lease records with Nama electricity and water accounts across the sultanate’s governorates.
Atheer reported in Arabic on 2 November 2026 that Muscat Municipality signed a cooperation agreement to strengthen electronic integration through the Baladi Unified platform. The pact covers municipal data on properties, residential and commercial units, lease contracts and electricity and water service accounts, and is framed as applying across Oman’s governorates.
Atheer named the signatories as Muscat Municipality chairman Eng. Ahmed bin Saeed Al Amri, Nama Water Services chief executive Eng. Qais bin Saud Al Zakwani, and Nama Electricity Supply acting chief executive Eng. Salman bin Ali Al Hatali. The report said the work includes organised data exchange between systems, coordination with other municipal bodies and service providers in their own remits, and field checks to verify and document records.
Atheer stated the electronic link is expected to improve the accuracy of property, lease and service-account data, cut repeated or conflicting entries, speed procedures and support municipal compliance and revenue protection. It did not publish a live start date for end users, a full list of governorates already live, or any change to ownership or title rules.

This is process plumbing, not a new freehold route. If Baladi Unified joins municipal property and lease files to meter accounts under one official electronic path, buyers and owners should see fewer hand-offs when registering a unit or opening electricity and water services, especially once field data checks catch up with the paper trail.
It does not widen what a non-Omani can own, alter ITC stock, or reprice the bands we already list.
