Buying in Oman from abroad
Foreigners own freehold in Oman’s Integrated Tourism Complexes and designated cities, and the purchase can run remotely through an Omani lawyer. Here is how it works.
The short answer
Choose a home in an Integrated Tourism Complex or a designated city on a live video viewing, grant a power of attorney to an Omani lawyer who signs and registers for you, and pay through an Omani bank into the project escrow account for off-plan homes. You need not travel to complete.

The purchase, from overseas
Only homes in Integrated Tourism Complexes and the designated cities can be owned freehold by foreigners. We help you confirm the project’s status, and its residency route, before anything else.
Our team, a local partner or the developer walks the home with you on a video call, with the plans, the payment schedule and the developer’s licence shared alongside.
A power of attorney to an Omani lawyer lets the purchase run without you in the country. The lawyer reviews the sale agreement and registers the title on your behalf.
Off-plan payments go into the project’s escrow account at a licensed bank. The 3% registration fee is paid at transfer.
We arrange the handover inspection, and help with the owner visa or Golden Residency, letting and management.
Where you can own
Foreigners own freehold only in designated areas: the Integrated Tourism Complexes, such as Al Mouj, Muscat Bay, Jebel Sifah and Yiti, and the cities confirmed on 28 June 2026, Sultan Haitham City, Al Thuraya City, Al Jabal Al Aali and Surouh.
Residency
Any home in an ITC supports a two-year owner visa, and a ready home worth OMR 200,000 or more qualifies for the 10-year Golden Residency. While an off-plan home is built, a sponsor-free permit of six to twelve months is available.
Off-plan and costs
The Real Estate Regulation Law, Royal Decree 79/2025, in force since March 2026, requires a project escrow account at a licensed bank for off-plan sales. Foreign buyers pay a 3% registration fee on transfer.
