Habrout Triangle housing complex of 21 units agreed in Dhofar.

Zawya reported a $2.3mln residential scheme of 21 homes on 199sqm plots for eligible families in the border wilayat of Al Muzaynah.

From our report: Oman tourism and property in 2026: the figures, the war risk and the case for investors.

Zawya reported that Oman’s Ministry of Housing and Urban Planning had signed an agreement for a residential complex of 21 homes at Habrout Triangle, Al Muzaynah wilayat in Dhofar. The outlet put the cost at $2.3mln and said the Energy Sector Social Responsibility Development Foundation (Rikan) is funding the work with the Oman Charitable Organisation. The aim, according to the report, is suitable housing for eligible families in the border area and stronger social stability.

Signatories in Dhofar were named as Khalfan bin Masoud Al Naabi, the governorate’s housing director general, and Mohammed bin Ali Al Shanfari of Rikan. Zawya said each unit will stand on 199sqm, with designs meant to respect Omani family privacy and local conditions. Build time is put at two years, with keys due late in 2028. Ahmed bin Saeed Al Mashani of the Dhofar housing department linked the scheme to ministry field visits that mapped housing need in remote villages. No sale prices, freehold terms or foreign-buyer eligibility were stated.

Our take

Omnia Desk

Border social stock stays local; Muscat and the new cities still set the foreign-buyer map.

This Habrout Triangle housing package is another state-and-charity build for eligible Omani families in a remote Dhofar border pocket. It adds a small, fixed count of 21 homes on 199sqm plots on a two-year clock to late 2028. It does not enlarge the stock, title routes or price bands that international buyers actually meet.

Foreign purchase and residency still turn on the channels we already map: Integrated Tourism Complex rules in our residency guide, and the Muscat and new-city schemes that dominate listed supply. The $2.3mln Habrout line sits far from the tourism and deal figures in our 2026 Oman tourism and property report. A buyer weighing Oman should keep checking ITC title and service terms, not border social handovers.
