01

Your passport determines the starting point.

Living in Dubai or Abu Dhabi is not an ownership category in Oman. The first distinction is between a UAE or other GCC citizen and a non-GCC national who holds UAE residence. Oman’s government publishes a GCC-citizen ownership service; property and location restrictions still apply.

For non-Omani buyers, Royal Decree 12/2006 establishes an ownership framework in approved Integrated Tourism Complexes. An ITC purchase is an established route, not proof that every home advertised in Oman is available to every foreign buyer. If a property is offered under another scheme, obtain its specific legal basis and the title being offered.

Ask whether you are acquiring ownership or a usufruct right. For usufruct, identify the remaining term, renewal provisions and conditions on transfer or letting. For either route, match the seller, property number, land or unit area and any registered restrictions to the documents. A brochure’s “freehold” label cannot do this work.

Check ownership eligibility and title for the specific home before reserving. Ask for the scheme’s approval, the exact title or usufruct instrument, and written confirmation that it is available to a buyer in your circumstances. The homes listed here do not all use the same ownership route.

02

From an accepted offer to a registered title.

A reservation, a signed sale agreement and a registered title are different stages. Set out the sequence with the seller and your Oman legal adviser before transferring a deposit. In particular, decide what happens to that deposit if ownership approval or agreed financing does not come through.

  1. Establish the buyer and the property

Provide the proposed ownership names and nationalities. Obtain the property identifier, title or proposed title instrument, cadastral plan and seller’s authority to sell. Agree who verifies eligibility with the competent authority.

  2. Make the reservation terms explicit

Record the exact unit, price, deposit recipient, reservation deadline and refund conditions. If you need financing, negotiate the finance condition before signing; do not assume a declined loan makes a deposit refundable.

  3. Review the contract and outstanding obligations

Check the specification, included parking or storage, payment dates, completion obligations and consequences of default. On a resale, obtain the mortgage-release arrangements, service-charge statement and any tenancy documents. Agree vacant possession or transfer of the tenancy expressly.

  4. Prepare the transfer file

The government’s sale-transfer service lists the title deed, cadastral plan, buyer and seller identification, and a power of attorney where used. It also requests a family-record copy for a UAE national. Confirm the file and appointments for the chosen ownership route.

  5. Coordinate payment, registration and handover

Agree how the balance, any lender discharge and registration fit together. The official transfer process includes document review, signing by the parties or their representatives, payment of fees and issuance of the deed. Retain the registered document and receipts, then complete the agreed inspection and key handover.

Set the completion date after checking title, funding, representation and any seller mortgage. A government service’s processing estimate is not the duration of the whole purchase. For off-plan property, the registration and construction sequence below needs separate attention.

03

An off-plan purchase needs a different evidence file.

Royal Decree 79/2025 introduced the Real Estate Regulation Law. Article 2 expressly applies its preliminary-register and escrow chapters to ITCs, while much of the law has a different scope for those complexes. Do not treat every provision for ordinary developments as an ITC buyer’s contractual right.

The law provides for recording off-plan units and transactions in the preliminary register, and for a project escrow account, with a separate account for each phase. Ask for the registration evidence and bank details for your exact unit and phase. Escrow does not establish a promised handover date or make every payment refundable.

Budget for the transaction, not just the advertised price.

The Ministry of Housing and Urban Planning’s tourist-complex ownership service lists a charge of 3% of the property value, plus OMR 5 for submission, OMR 25 for the application form, OMR 10 for the deed and OMR 2 for the contract. These are the published charges for that service, not an all-in fee schedule for every Oman purchase.

The Tax Authority’s real-estate VAT guide distinguishes the first supply of residential property, generally subject to 5% VAT, from a subsequent qualifying residential sale, which is exempt. The guide excludes hotel, serviced-apartment and tourist-compound uses from its residential definition; confirm the unit’s approved use. A UAE address does not move an Oman property transaction outside Oman’s VAT rules.

Request an itemised quotation for the selected home showing the price in Omani rials, whether VAT is included or payable, registration and other transaction charges, the payment schedule and ongoing service charges. Confirm the current treatment with the developer and your Omani legal or tax adviser before paying.

Arithmetic only. Assume OMR 180,000 is the ministry’s fee base and, for the taxable first-sale case, the VAT-exclusive price. Confirm both bases and whether tax is already included in the quoted price.

Worked example: an OMR 180,000 home.
ItemIllustration in OMR
3% service charge on that value180,000 × 3% = 5,400
Four listed administrative charges5 + 25 + 10 + 2 = 42
VAT if a taxable first supply at 5%180,000 × 5% = 9,000
VAT if an exempt residential resaleNo VAT on the property sale; check separately billed services
Still to price separatelyLegal work, agreed brokerage, bank/valuation/insurance costs, transfers and service-charge adjustments
Gov.om tourist-complex service; Tax Authority VAT guide, sections 5 and 8. The figures are conditional examples, not a property quotation.

Keep the OMR price and each due date in the purchase schedule. Add an AED funding column using your bank or transfer provider’s dated quote for the amount the recipient must receive, including charges. A website’s currency display is not a settlement quotation. Keep annual service charges, maintenance and management outside the one-off purchase total so the ongoing commitment remains visible.

05

Get a lending decision for your UAE circumstances.

Do not budget on the assumption that an Oman mortgage advertised for expatriates accepts UAE-based income. Bank Muscat’s published Baituna criteria, for example, describe employment categories and salary assignment, with property documents and valuation among the requirements. That page does not establish that a non-resident working in the UAE will qualify.

Ask the lender to assess your nationality, Oman residence status, UAE employer or business income, existing borrowing and the specific property. Request the approved amount and currency, required cash contribution, valuation basis, repayment terms, fees, insurance and conditions before drawdown. Keep any approval expiry date beside the purchase timetable.

For off-plan homes, distinguish the developer’s payment plan from bank finance. If a substantial balance falls due at handover, test how you would meet it if the bank lends less than expected or the valuation is lower. Do not count a future resale, refinancing or letting income as money already secured for that payment.

06

Arrange representation before the completion date.

Oman’s title-transfer service allows the buyer and seller to act through representatives holding a valid power of attorney. The Supreme Judiciary Council also provides a service to register a power of attorney issued outside Oman. This gives a UAE-based buyer a route to investigate for signing and registration without assuming that every stage can be completed remotely.

Have the Oman adviser agree the powers required for the named purchase before you execute a document in the UAE. Confirm notarisation, attestation, translation and registration requirements with the receiving authority, and check whether the lender requires you in person. Give the representative a written completion brief covering the permitted price, payments, documents to sign and title to receive.

For funds sent from the UAE, obtain the beneficiary’s legal name, account details, payment reference and receipt process. Independently confirm any changed bank instructions using an established contact. Keep evidence of the source and transfer of funds for the bank’s checks; use a secure channel for identity and financial documents.

07

Treat residence permission as a separate application.

The Royal Oman Police provides a two-year residence-visa service for owners of residential units in Integrated Tourism Complexes. Separately, the Ministry of Commerce, Industry and Investment Promotion describes a renewable ten-year Golden Residency programme with a minimum investment of OMR 200,000; its property route covers ready-made units in ITCs. Confirm the applicable route, the specific home and the application requirements before relying on residency as part of a purchase.

ROP Decision 87/2026 describes a visa for a buyer of building land or a unit whose registration is incomplete, based on a certificate from the competent authority. It is valid for six to twelve months, extendable for a similar period, and allows stays of up to three months per entry. Confirm which route applies to the specific purchase; completion does not automatically grant a different visa.

If residence is essential to your purchase, have the proposed route and required property evidence established before committing. Keep the home’s purchase file and the residence application file separate so a sales statement is not mistaken for an authority’s approval.

  • Before reserving: a confirmed buyer/title route, the exact home, deposit terms and an itemised OMR cost sheet.
  • Before signing: a reviewed contract, documented funding, and the resale or off-plan evidence relevant to that home.
  • Before completion: accepted representation if used, confirmed payment instructions, and an agreed route to the registered title and handover.

Tell us your nationality, UAE base, budget and whether you need finance or Oman residency. We can start with suitable homes and the purchase documents to request for each.

Common questions

Answered, in plain terms.

Does a UAE residence visa let me buy anywhere in Oman?

No. A UAE residence visa does not make its holder a GCC citizen. A non-GCC buyer needs an eligible property and ownership route, such as an approved ITC purchase. Establish eligibility against the buyer’s passport and the actual title before reserving.

Can I use a mortgage based on my UAE salary?

Only if the lender accepts your residence status, UAE income and chosen property. Obtain a written assessment before committing to payments that depend on a loan. A mortgage advertised for expatriates working in Oman does not establish eligibility for someone employed in the UAE.

Can someone complete the purchase in Oman for me?

The title-transfer service allows representation through a valid power of attorney. Oman also has a service for registering a power of attorney issued abroad. Agree the powers, execution and acceptance requirements before relying on a UAE-issued document; bank onboarding may have separate requirements.

Is an off-plan payment plan the same as a mortgage?

No. A developer’s instalments set when the purchase price is due. They do not commit a bank to lend at handover. Compare every instalment and the final balance with funds you have available or finance the lender has agreed to provide.

Will the purchase automatically give me Oman residency?

The Royal Oman Police provides a two-year residence-visa service for owners of residential units in Integrated Tourism Complexes. Separately, the Ministry of Commerce, Industry and Investment Promotion describes a renewable ten-year Golden Residency programme with a minimum investment of OMR 200,000; its property route covers ready-made units in ITCs. Confirm the applicable route, the specific home and the application requirements before relying on residency as part of a purchase.
