Oman signs Habroot housing contract for 21 homes.
A RO 904,123 deal with Rikan moves 21 social homes in the Dhofar border village into a 730-day build due in late 2028.

Oman Observer reported on 28 October 2026 that the Ministry of Housing and Urban Planning signed a RO 904,123 contract in Salalah covering construction of 21 dwellings for qualifying households in Habroot, a remote community in the Habroot Triangle of Al Mazyunah near the Yemen border. Eng Khalfan bin Masoud al Naabi signed for the ministry’s Dhofar directorate and Eng Mohammed bin Ali al Shanfari for Rikan, the Energy Sector Social Responsibility Development Foundation, working with the Oman Charity Organisation. Handover is scheduled for late 2028.
The Observer said the deal implements part of a wider funding pledge announced on 7 October, under which Rikan committed more than RO 2 million toward 71 homes: these 21 units plus 50 others under the national housing assistance programme. Construction is set for 730 calendar days. Each house is specified at 199 square metres with three bedrooms, a majlis, living room, kitchen, service areas and a perimeter wall. The contract averages about RO 43,054 per home. Omran Construction and Works will build; Hima Engineering Consultancy will supervise.
Ministry officials cited a nationwide study of remote villages and field checks on beneficiary eligibility and housing need in Habroot. What remains unpublished is any individual unit price or the precise start date on site.
From the JournalMuscat, where the sea meets the soul of Oman. Our take
Omnia Desk
State social stock in Habroot does not widen what a foreign buyer can own.
Twenty-one assisted homes on the Dhofar, Yemen fringe add limited local supply for eligible Omani families. They sit outside the Integrated Tourism Complexes and freehold schemes that foreign buyers actually use. The contract confirms continued ministry and energy-sector social building away from Muscat and the new cities; it does not change title rules, buyer eligibility or residency paths.
Anyone weighing Oman stock still starts with the same checks in our guide to foreign ownership and ITCs: scheme approval, title or usufruct, and separate residency requirements. Habroot is not on that list, and none of the developments we sell sit near it. The news is real for the border community; for an international purchaser it is background, not a market move.
