Al Dhahirah opens October urbanism events on housing partnerships.
Two-day sessions in the governorate spotlight integrated neighbourhood schemes under the national Surooh initiative, including a plan for Hay Al Masarat in Ibri.

Oman Daily reported in Arabic in October 2026 that “October Urbanism 2026” opened that day in Al Dhahirah governorate. The general directorate of housing and urban planning in the governorate is running the two-day programme under the slogan “adequate housing for all”, sponsored by Abdulaziz bin Hamdan Al Balushi, the Shura Council member for Wilayat Ibri.
Engineer Mahfouz bin Talib Al Hasani, the directorate’s director general, said the events aim to raise awareness of sustainable urban planning, review residential and urban projects in the governorate, and strengthen partnership between government, the private sector and the community. He linked the work to Oman Vision 2040 and the national urban development strategy. Papers covered the Ibri structural plan, traffic engineering by Royal Oman Police, and the Hay Al Masarat neighbourhood scheme in Wilayat Ibri.
Engineer Suleiman bin Saeed Al Alawi, head of real-estate development at the directorate, presented Hay Al Masarat as part of the national Surooh initiative for integrated residential neighbourhoods. An accompanying exhibition showed the Ibri structural plan elements such as the Ibri frontage, Souq Ibri road, Al Tayeb residential plan, Ibri public park and Harat Al Raml, plus a stand for the Hay Al Masarat project. No construction start dates, unit counts or prices were given.

Partnership talk in Al Dhahirah is real; foreign-buyer stock is still elsewhere.
A governorate-level push for integrated neighbourhoods under Surooh, with Hay Al Masarat named in Ibri, is a signal of residential supply talk outside Muscat. It does not yet change what an international buyer can purchase or the projects already on offer. Our catalogue remains centred on Muscat and Sultan Haitham City schemes; none of the listed developers are tied to this Al Dhahirah programme in the reports.
Sale values and the residential price index in our 2026 Oman property data still describe a market led by Muscat land and existing stock. Until plots, freehold rules for non-Omanis, or launch prices appear for Al Dhahirah schemes, the practical check is unchanged: treat the events as planning intent, not inventory. Buyers weighing Oman should keep watching Muscat and the new-city pipelines rather than price in Al Dhahirah supply that has not been quantified.
