PIF launches 829,000 sqm Alkhobar waterfront project.
Saudi Downtown Co. set out more than 4,000 homes, hotels and retail on the Eastern Province shore after a 1 November launch.

Arab News reported on 2 November 2026 that the Public Investment Fund, through subsidiary Saudi Downtown Co., launched an Alkhobar waterfront project of 829,000 sq. meters. The Eastern Province governor, Prince Saud bin Naif bin Abdulaziz, attended the 1 November ceremony with Deputy Governor Prince Saud bin Bandar bin Abdulaziz and SDC chairman Ibrahim Al-Sultan. The scheme is planned as mixed-use residential, commercial and leisure space.
Arab News said the scheme is to contain upwards of 4,000 homes, more than 500 rooms in hotels, 40,000 sq. meters of offices, retail, restaurant and cafe floorspace above 139,000 sq. meters, and 103,000 sq. meters of parks. On 1 November SDC signed three 48-month deals with Sumou Real Estate on development, construction, marketing and sale of mid-rise buildings and a high-rise tower, partly funded by off-plan sales, plus a separate pact with Sumou Investment Company to study a fund for four- and five-star hotels and serviced apartments.
Arab News also said that in June Cenomi Centers awarded Lynx Contracting Co. a design-and-build job valued at SR1.33 billion ($345.3 million) for the mall and boulevard, running 36 months and covering about 110,000 sq. meters of gross leasable area inside 152,000 sq. meters built-up. SDC is tasked with urban destinations in twelve Saudi cities. The Ministry of Municipalities and Housing said that in the first half of 2026 authorities added more than 667 km of walkways, 108 plazas of about 1.28 million sq. meters and 44 parks of more than 803,000 sq. meters; Alkhobar Terrace opened in May. Sale prices and foreign freehold terms for the new homes were not stated.

Omnia Desk
More Khobar waterfront stock is coming; freehold maps and our bands do not move.
The launch puts a large PIF-backed mixed-use waterfront on the Alkhobar shore, with Sumou carrying residential towers on 48-month pacts and Cenomi already on the mall build. That is future supply buyers who watch the Eastern Province should track for location and timing. It does not redraw where non-Saudis may hold freehold, and it does not reset the price bands we list for homes already on the market.
Nothing in the Arab News account changes the ownership path set out in our guide to residency through property, nor the live zone map check every foreign buyer still needs before a reservation. Our catalogue still runs from SAR 266,799 off-plan under Wafi escrow to completed stock from SAR 579,000; those figures are unchanged by this scheme. The story is pipeline and commercial GLA, not a new freehold signal for ordinary international buyers.
