Buying in Saudi Arabia from abroad

Buying in Saudi Arabia, from overseas.

The 2026 ownership law opened approved zones of Riyadh and Jeddah to non-Saudi buyers. Here is how a purchase runs when you live elsewhere, and how we help at each step.

The short answer

How do you buy property in Saudi Arabia from abroad?

Choose a home in an approved zone of Riyadh or Jeddah on a live video viewing, appoint a representative under a power of attorney to sign, and pay through the regulated channel: Wafi escrow for off-plan, the notary and ZATCA for a completed home. You do not need Saudi residency to own.

The purchase, from overseas

How it runs when you live elsewhere.

  1. Check the parcel, not the district

Eligibility is set parcel by parcel on REGA’s maps, so a district name alone never settles it. We help you confirm the specific building sits in an approved zone before you spend time on it.

  2. View it live

Our team, a local partner or the developer walks the home with you on a video call, with the plans, the payment schedule and the developer’s Wafi licence shared alongside.

  3. Reserve and sign

A representative can sign for you under a power of attorney, issued through a Saudi embassy or consulate or signed abroad and apostilled. Your lawyer confirms the form the notary and REGA accept for your purchase.

  4. Pay through the regulated channel

For off-plan, every payment goes into the project’s Wafi escrow account at a licensed Saudi bank. For a completed home, the 5% Real Estate Transaction Tax is settled with ZATCA at transfer.

  5. Handover and after

We arrange the snagging inspection at handover and help with Ejar registration for long lets. Premium Residency, if you want it, follows once a qualifying home is completed and certified.

Where you can own

Approved zones, checked parcel by parcel.

Since 22 January 2026 non-Saudis can own in approved zones of Riyadh and Jeddah, approved by the Cabinet on 23 June 2026 and mapped by REGA parcel by parcel. Makkah and Madinah stay restricted. Owning does not require residency.

Off-plan

Wafi escrow protects every off-plan payment.

Every off-plan project is licensed by REGA under Wafi. Your payments sit in a ring-fenced account at a licensed Saudi bank, released only against engineer-verified construction, with a 10-year structural warranty and a right to terminate and recover funds if delivery is more than 180 days late.

Costs and residency

What to budget, and the residency route.

A 5% Real Estate Transaction Tax applies on purchase, and a non-Saudi disposal can carry a further fee of up to 5% when you sell. Premium Residency has a property route through a completed, mortgage-free home valued at SAR 4m or more.

Questions

What buyers ask us.

Do I need Saudi residency to buy?

No. A non-resident can own a home in an approved zone. Residency is a separate, optional step: Premium Residency has a route through a completed, mortgage-free home valued at SAR 4m or more.

Can I buy in Makkah or Madinah?

Not on the same terms. Makkah and Madinah are restricted for non-Saudis and keep their own rules. The approved zones in Riyadh and Jeddah are where most foreign buyers start.

Can someone sign for me while I am abroad?

Yes. A power of attorney can be issued through a Saudi embassy or consulate, or signed abroad and apostilled, since Saudi Arabia applies the Apostille Convention. Your lawyer confirms the exact form the notary and REGA accept before you rely on it.

How is my off-plan money protected?

Through Wafi. The project is licensed by REGA, your payments sit in a bank escrow account and are released only against verified construction, and you can terminate and recover funds if delivery is more than 180 days late.
