Saudi Real Estate Authority fines loom after October brokerage raids.
Saudi Real Estate Authority fines of up to 200,000 riyals follow October campaigns that Okaz said logged 15,554 field audits and 1,366 complaints.

Okaz, writing in Arabic and dated 1 November 2026, said Real Estate Authority campaigns with other government bodies through October uncovered brokerage and real-estate service work without a valid licence, failure to check information taken from owners or beneficiaries, and adverts that omitted the licensee’s name or licence number.
The authority urged brokers and service providers to follow the real estate brokerage system and its rules. Penalties named by Okaz run from a warning through licence suspension or cancellation to fines of up to 200,000 riyals. Citizens and residents were invited to file suspected violations or fraud through the authority’s official complaints channel.
According to Okaz, authority teams completed 15,554 on-site regulatory checks of billboards and agency premises in October, and 1,366 property-related reports reached the authority and were processed. How many cases ended in each type of penalty, and in which cities, was not stated in the report.

Omnia Desk
Licensed brokers only; the ownership map is unchanged.
This is enforcement of the brokerage rules, not a rewrite of who may hold title. Foreign buyers still work under the zone rules in our guide to the ownership law. What changes is the counterparty check: deal only with a broker who shows a live licence number on the advert and the paperwork, and expect REGA to test whether disclosures match the owner’s facts.
Wafi off-plan stock and completed homes in our catalogue sit outside this raid story. The practical step is the same whether the unit is Adeem Alfursan or a finished home: refuse unlicensed intermediaries and keep complaint routes open if an advert hides the licence. The news tightens process risk; it does not move price bands or freehold maps.
