ROP Decision 87/2026 describes a visa for a buyer of building land or a unit whose registration is incomplete, based on a certificate from the competent authority. It is valid for six to twelve months, extendable for a similar period, and allows stays of up to three months per entry. Confirm which route applies to the specific purchase; completion does not automatically grant a different visa.

On 31 August 2025, announced in Salalah, Oman relaunched its long-term residence as the Golden Residency. The Ministry of Commerce, Industry and Investment Promotion set a minimum investment of OMR 200,000, about USD 520,000, for a renewable ten-year residency, and named ready-made units within Integrated Tourism Complexes as the real-estate route. Founding a company, stocks and bonds, and a firm employing at least 50 Omanis are the other routes.

A note on older figures. Briefings published around the August 2025 launch, and many articles still online, describe two tiers: OMR 250,000 for five years and OMR 500,000 for ten. The ministry’s own announcement sets a single minimum of OMR 200,000 for ten years, and Invest Oman gives the same floor as about USD 520,000. That is the figure we work to, and we check it against a specific home before you reserve.

Request an itemised quotation for the selected home showing the price in Omani rials, whether VAT is included or payable, registration and other transaction charges, the payment schedule and ongoing service charges. Confirm the current treatment with the developer and your Omani legal or tax adviser before paying.

One change is coming that every long-term resident should price in. From 1 January 2028, under Royal Decree 56/2025, Oman introduces a 5% personal income tax on income above OMR 42,000, the first such tax in the GCC. Rental income is in scope, so an investor letting an ITC unit and a resident with Omani-source income above the threshold will fall within it. The tax authority states roughly 99% of the population sits below the line, so it reaches high earners, but a rental portfolio can cross it.

A property purchase and a residency application are separate decisions. Check the selected home and application requirements, including dependent applications and stay conditions, with the relevant authority.

Two disciplines keep the entry clean. First, time the ten-year route to handover: the ministry names ready-made homes, so an off-plan buyer holds the shorter permit until the home is registered. Second, price in the 5% personal income tax from 2028 if the plan involves rental income or Omani-source earnings above OMR 42,000. Neither route grants citizenship. Get those right and the residence is exactly what it appears to be: an asset and a permission, held together.
