Municipal asset redevelopment Saudi opens 50-year Riyadh site.
Municipal asset redevelopment Saudi advances as Riyadh opens a 50-year joint lease on 30,015 square metres in Al Narjis.

Asharq Al-Awsat reported in Arabic on 5 November 2026 that Riyadh Municipality, the Ministry of Municipalities and Housing and the National Center for Privatization have opened the expression-of-interest, qualification and bid stage for a joint land investment project with the private sector. The first scheme under this model covers a municipal plot on Zaid bin Asim Street in Al Narjis, north Riyadh, measuring 30,015 square metres. The partnership runs for 50 years and asks the private partner to design, build, operate and maintain the full scheme.
Planning rules on the site allow mixed-use assets spanning residential, commercial, office and leisure uses. The paper framed the 50-year term as a shift from shorter municipal leases, giving developers more time to recover costs. Property specialist Khaled al-Mubayyed told Asharq Al-Awsat the length should lift build quality and economic viability and act as a repeatable model rather than a direct price shock. Developer Ahmed Omar Basudan said bundling design through long-term operations can diversify supply in major cities if contracts allocate risk clearly. Whether other municipalities will copy the structure is not yet known.

Omnia Desk
Longer municipal leases aid mixed-use capital stacks; freehold maps still rule the home buyer.
The news is a structuring tool for developers and operators who can underwrite design, build and decades of operations on municipal land. It does not rewrite what a foreign buyer may hold. Direct title still sits inside the mapped zones and fee stack set out in our guide to foreign ownership and our 2026 off-plan shortlist, not inside a 50-year municipal concession.
Finished and Wafi stock we already track, including Makanah by Al Majdiah in Al Nakheel, stays on its own price and escrow path. A buyer weighing a home should still check zone maps, transaction tax and any resale fee. A buyer weighing a development seat on municipal land should read the risk split, maintenance duties and exit terms in the draft contract before treating the 50-year label as bankable.
