Wadi Zaha is the first neighbourhood by Al Ahly Sabbour in Sultan Haitham City, the 14.8 square kilometre new city that Oman is building in Seeb, western Muscat. The Egyptian developer brings more than 60 completed projects and has committed RO 115 million to a 420,000 square metre site at the heart of the city's plan. Skidmore, Owings & Merrill, the firm behind the city masterplan itself, designed the neighbourhood: standalone villas, townhouses, apartments and penthouses arranged around gardens, pools and a retail strip, facing the Central Park and the wadi that gives the project its name.
The housing ladder is unusually complete for a single neighbourhood. Apartments run from 50 square metre studios through one, two and three bedroom plans of up to 155 square metres. Above them sit two and three bedroom penthouses of 170 and 185 square metres, each with a terrace of around 63 to 65 square metres. Between the two are the duplexes: Garden villas on the lower levels and Sky villas on the upper, both 195 square metres with three bedrooms. Beyond the buildings, townhouses of 210 square metres and standalone villas of 380 square metres carry their own gardens. Released pricing starts at OMR 43,050, and first handovers are scheduled for the first quarter of 2028.
Sultan Haitham City is one of the government-designated zones where buyers of any nationality can hold full freehold title, and it carries an unusually early residency route. Under a September 2025 ministerial decision, a buyer here qualifies for renewable Omani residency once 30% of the price is paid, extending to immediate family where the home exceeds OMR 50,000. Oman levies no annual property tax, no capital gains tax and no inheritance tax, and the rial has been pegged to the US dollar since 1986, which keeps the purchase currency steady for international buyers.
The project is past the launch stage. Construction began on 9 February 2026 with Delta Contracting as the executing contractor, opening with the villa and townhouse streets of the first phase, after the developer closed 2025 at 101% of its sales target. Wadi Zaha will also carry the Iconic Tower, a 250 unit landmark of two buildings joined at their ninth and tenth levels, with a hotel and serviced residences, planned as the first and tallest tower in Sultan Haitham City. It opens a three-neighbourhood commitment that continues with Wadi Safa and Wadi Tala.
A neighbourhood this broad rewards specific advice. The right studio is a different decision from the right four bedroom villa, and a Sky villa duplex is a different proposition again from a townhouse of similar size. Service charges for Wadi Zaha have not been published and are confirmed with the developer per unit. Areas quoted are the developer's stated averages and can vary with design changes and final specification. The payment plan, handover date and delay provisions sit in the sale agreement, and independent Omani legal advice belongs in the purchase from the start.

Sultan Haitham City is a state project, masterplanned by Skidmore, Owings & Merrill for Oman's Ministry of Housing and Urban Planning under Vision 2040. The plan covers 19 neighbourhoods for around 100,000 residents, with 2.9 square kilometres of green space and a Central Park along a 7.5 kilometre wadi corridor. Construction began in 2024 and runs in four phases to 2045, with the first city handovers from mid 2026. Buying here means buying into that timetable: the ambition is government-backed, and the city will keep building for years after residents move in.
Within that plan, Wadi Zaha holds a 420,000 square metre site positioned against the Central Park and the wadi. The first phase covers roughly 23 acres with around 760 homes, opening with the villa and townhouse streets now under construction. The neighbourhood plan is pedestrian-led: landscaped streets and gardens, a residents' gym, a wellness spa, private outdoor pools, children's play areas, cultural spaces, dining, a mini market and a pharmacy, with parking below the buildings and a 24 hour Shifa Hospital beside the site. The Iconic Tower is planned to anchor the skyline with a hotel and 250 serviced units.
The residences are documented in the developer's own fact sheets. Studios provide 50 square metres indoors, one bedroom apartments 75, two bedroom apartments 110 including a maid's room, and three bedroom apartments 155, each with its own terrace. The three bedroom duplexes both measure 195 square metres: the Garden villa takes the lower levels with 44 square metres outside, the Sky villa the upper two floors with 25, or 99 on a corner. The purchase mechanics are staged. The published structure asks for 20% on reservation, around 50% in instalments through construction and the remaining 30% across the two years after handover, with plans varying by release and unit. Foreign buyers pay Oman's 3% registration fee at transfer, against 1% for Omanis, and there is no annual property tax, capital gains tax or inheritance tax to carry afterwards. The residency route is the differentiator: 30% paid unlocks a renewable residency permit, the family joins where the price exceeds OMR 50,000, and larger holdings can qualify for Oman's five and ten year investor residency programmes.
The honest fit is a buyer with patience and an early-position instinct. City-level investor pricing around Sultan Haitham City sits near RO 900 per square metre, below Muscat's established freehold zones. There is no rental record here yet, because the city's first residents only begin arriving from late 2026, so income plans rest on the build-out rather than evidence. In exchange the neighbourhood offers a park-front address in the country's flagship urban project, a developer with more than 60 delivered projects behind the schedule, and an ownership and residency framework that is unusually open for the Gulf.
