Orascom Development Holding is a Swiss-domiciled master developer with a 30-year record of building and running integrated towns, from its 36.9 million square metre El Gouna flagship in Egypt to Andermatt in the Alps and Luštica Bay in Montenegro. At Luštica Bay it is not a passive landlord: through Luštica Development AD, a 90 percent Orascom and 10 percent Government of Montenegro joint venture formed in 2008, it owns the land and delivers and operates the whole 690-hectare town, hotels, marina, town centre and golf included. That concentrates accountability in one experienced developer, and it concentrates risk too. The town is largely built and operating, but the residences still selling are off-plan and phased, delivery dates move, and the buyer, not the developer, ultimately carries the construction timeline, the euro pricing against a sterling budget, and Montenegro’s comparatively shallow, summer-weighted resale market.
