Luštica Bay is largely built and operating. The Chedi hotel has been open since 2018, the marina and beaches are in use, and more than a thousand homes across the wider town are sold. Studios and one-bedroom apartments

The entry homes are studios from about 40 square metres and compact one-bedroom apartments, open-plan with floor-to-ceiling windows, built-in wardrobes and a terrace. These are the smallest homes in the collection and form the lower end of the price range.

Two- and three-bedroom apartments

The larger apartments add separate bedrooms and wider terraces, with several positioned to take the southern sea view across the bay. Layouts keep the living, dining and kitchen open, finished in an earthy material palette with fully equipped kitchens.

Penthouses

Luštica Bay is built by Orascom Development Holding through Luštica Development AD, a 90 percent Orascom and 10 percent Government of Montenegro joint venture. Orascom, incorporated in 2008, has delivered whole towns before, El Gouna in Egypt and Andermatt in Switzerland. At Luštica Bay the marina, beaches and The Chedi hotel are already operating.

Sea views and optional infinity pools

The residences are low-density and built from warm local Luštica stone, designed to open to the outdoors with floor-to-ceiling glazing and generous terraces. Several homes carry the option of a private infinity pool that reads toward the sea, alongside private gardens on the ground floors.

How ownership works.

Who can own

Foreign individuals can own apartments and built homes in coastal Montenegro freehold, directly in their own name, on the same footing as a Montenegrin citizen, with a registered title that passes to heirs. Luštica Bay sits on the peninsula, clear of the agricultural, forest, island and near-border land that foreigners cannot own directly, though Omnia confirms the title position on your specific home before you commit.

Freehold home, leased garage

The Horizon residence is sold freehold. The one underground garage parking space that comes with each home is held on a complimentary 25-year lease, which applies to the parking space only. This does not make the home itself leasehold; the residence and the parking are two separate arrangements.

Currency and residency

The euro is already in use in Montenegro, and prices are shown in GBP only as a guide. The purchase transacts in euros, which means a GBP buyer carries currency exposure between reservation and completion. From January 2026 a home worth 150,000 euros or more can support residency for the owner and their family.

Payment plan

The developer offers an interest-free instalment plan: broadly a 20 percent deposit on signing, around 50 percent in interest-free quarterly instalments through construction, and around 30 percent in interest-free quarterly instalments over about two years after delivery, with payments running toward 2029. Horizon occupies the hillside above Luštica Bay, on the peninsula near Radovići, a short drive from the Trašte Bay shore and the Boka region beyond. Tivat Airport is about 12 kilometres away, roughly 25 minutes by road. Podgorica Airport is about an hour. Dubrovnik in Croatia is closer to 45 minutes by road but adds an EU external border crossing, so the real journey time varies with the queue at the border. The setting is the point of the neighbourhood: the residences face south over the bay, set back and up from the marina, which gives them the long sea views and the privacy that the waterfront collections cannot.

Within the Luštica Bay masterplan, Horizon is the elevated, privacy-led collection, and it reads differently from its siblings. Marina Village is the established waterfront heart, home to the 115-berth marina, the beaches and The Chedi, and its final Jasmin and Visterija homes are now completing. Centrale is the town centre, built around the Piazza, the school and the retail, and carries the lowest entry into the town. The Peaks is the golf neighbourhood, wrapping the Gary Player course with its Botanika residences at the upper end of the range. Horizon is the one you choose for the height and the quiet: sea views, low-density building in warm local Luštica stone, and the option of a private infinity pool reading toward the water. The town's own Peaks collection is also elevated and golf-fronting, so Horizon is best understood as the most secluded hillside address rather than the only one.

The developer is Orascom Development Holding, which builds Luštica Bay through Luštica Development AD, a joint venture that is 90 percent Orascom and 10 percent the Government of Montenegro. Orascom was incorporated in 2008 and has a long record of building whole integrated towns rather than single buildings: El Gouna on the Red Sea coast of Egypt and Andermatt in the Swiss Alps are both Orascom towns delivered over many years.
