Omnia presents Luštica Bay, the 690-hectare town that Orascom Development is building on the Luštica Peninsula in Boka Bay, Montenegro. It is the master development for four separate neighbourhoods, and this page sits above all of them. The developer is Luštica Development AD, a joint venture that is 90 percent owned by Orascom Development Holding and 10 percent owned by the Government of Montenegro. Across the full site the masterplan projects roughly 3,000 apartments and more than 300 villas, with around 6,000 residents at full build, and only about 10 percent of the 690 hectares is given over to building. The rest stays as olive groves and native landscape.

Luštica Bay is being built as one place, and it is being built in phases. Unlike a single off-plan tower, much of this town already works. The Chedi Luštica Bay, a 111-room hotel operated by GHM, has been open since August 2018. A second hotel, Centrale by Angsana, opened in 2025. The 115-berth marina is operational, the beaches and promenade are in use, and around 750 homes have already been delivered to roughly 700 homeowner families from more than 50 countries. What is still selling and rising sits inside the four neighbourhoods: the final waterfront collection at Marina Village, the new Heights homes and town-centre apartments at Centrale, the hillside residences at Horizon delivering around 2027 to 2028, and the golf-side homes at The Peaks. Phased delivery runs to roughly 2033.

Ownership is freehold and open to foreign buyers, who hold title in their own name on the same footing as a Montenegrin citizen. The euro is already the currency in use, which is worth noting for a sterling buyer: prices here are quoted and paid in euros, so your cost in pounds moves with the exchange rate. Marina Village

The established waterfront heart, around 90 percent sold, home to the 115-berth marina and The Chedi hotel. The final Jasmin and Visterija collection runs studios to three-bedroom apartments and penthouses, roughly 39 to 148 square metres, on the developer page from around 508,000 euros.

Centrale

The purpose-built town centre, built around the Piazza, with the international school, retail and the Centrale by Angsana hotel. Studios to three-bedroom penthouses from around 44 square metres, and the lowest entry across the master at a guide from around GBP 333,000. The Heights collection sits within Centrale.

Horizon

The elevated, most secluded neighbourhood: contemporary hillside homes with sea views and the option of private infinity pools, delivering around 2027 to 2028. Studios to three-bedroom apartments from around 40 square metres, with a guide from around GBP 363,000. These homes are pre-handover.

The Peaks

The golf neighbourhood, wrapping the Gary Player Signature course, with the Botanika residences designed by Block722. The master developer is Luštica Development AD, a joint venture that is 90 percent Orascom Development Holding and 10 percent the Government of Montenegro. Orascom, incorporated in 2008, builds integrated towns including El Gouna in Egypt and Andermatt in Switzerland. The sovereign partner sits alongside an experienced town builder.

Tivat Airport is about 10 to 12 kilometres away, roughly 25 minutes by road. Dubrovnik is about an hour across the Croatian border, and the UNESCO Bay of Kotor sits on the same bay system. Access is genuinely short, though Dubrovnik times depend on the border crossing.

Who can own

Foreign individuals can own apartments and built homes at Luštica Bay freehold, directly in their own name, on the same footing as a Montenegrin citizen, with a registered title that passes to heirs. Luštica Bay sits on the peninsula, clear of the agricultural, forest, island and near-border land that foreigners cannot own directly. Omnia confirms title position per home before you commit.

Tenure and currency

Tenure is freehold. The euro is already the currency in use here, so homes are priced and paid in euros. For a sterling buyer that means your cost in pounds moves with the exchange rate; the GBP figures we show are a guide drawn from the euro price, not a fixed sterling price.

Residency

From January 2026 a home worth 150,000 euros or more can support residency in Montenegro for the owner and their family. This is an ownership-linked route rather than a guarantee of any other status. Omnia confirms the current rules and your eligibility in writing before you proceed.

Phased delivery

Much of the town is built and operating, but the homes still selling are at different stages. Marina Village is largely complete, Centrale is mixed, and Horizon and the Botanika homes at The Peaks are pre-handover. Luštica Bay occupies a 690-hectare stretch of the Luštica Peninsula on the southern shore of Boka Bay, the deep Adriatic inlet that Montenegro shares with the UNESCO-listed Bay of Kotor. Tivat Airport is about 10 to 12 kilometres away, roughly a 25-minute drive. Dubrovnik Airport, across the border in Croatia, is about an hour by road depending on the crossing, and Podgorica Airport is around an hour and a half. The town faces the water on one side and rises into preserved hillside on the other, which is what allows its four neighbourhoods to differ so clearly from one another rather than repeating the same product four times.

This is the master page, and its job is to frame the whole town and then point you to the right neighbourhood. Marina Village is the established waterfront heart: the 115-berth marina, The Chedi hotel, the promenade and the final Jasmin and Visterija residences. It is the most complete part of the town and around 90 percent sold. Its existing places include El Gouna, a full Red Sea town in Egypt, and Andermatt, the Alpine resort town in Switzerland. At Luštica Bay it works through Luštica Development AD, the 90 percent Orascom and 10 percent Government of Montenegro joint venture, which gives the project a sovereign partner alongside an experienced master developer. The headline masterplan value is cited in the range of 1.5 to 1.6 billion euros of investment running through to about 2033. We note that figures for the amount invested to date vary across sources, so we do not publish a single spend-to-date number.

Daily life here is built around amenities that already operate rather than renderings of amenities to come. The marina and its promenade carry restaurants, bars and boutique retail. There are five beaches with sea lounges, a spa and wellness offer, fitness facilities, and tennis and padel courts. The Chedi and Centrale by Angsana bring hotel-grade service into the town, with seven hotels planned in total. The Gary Player Signature 18-hole course, Montenegro's first, is under development on the hillside with sea and bay views. A second marina is planned, taking total berthing to roughly 176 at full build, not the 220 figure that has circulated elsewhere. The honest counterweight is that demand on this coast is summer-weighted and Montenegro's resale market is comparatively shallow, so this is a place to hold and use, not to trade quickly.
