Kolasin Valleys is a planned two-village ski resort in northern Montenegro. As of mid-2026 one hotel, the Swissotel, is open; the residences selling now are off-plan, from about EUR 250,000.

Kolasin Valleys is a planned ski resort in the Bjelasica mountains of northern Montenegro, about nine kilometres from the town of Kolasin. It is designed across two villages at two elevations: the 1450 village at roughly 1,450 metres and the higher K16 Peak village at about 1,600 metres, linked by the K-7 chairlift. The master plan was drawn by Ecosign, the Whistler, Canada firm behind Whistler Blackcomb, Davos and Courchevel, and commissioned in 2011. The developer is Gener 2, an established Albanian construction group, building through its local company Ski Resort Kolasin 1600 under a 90-year lease from the Government of Montenegro. The land stays with the state under that lease; a buyer takes freehold of the apartment itself.

This page is the honest overview of the whole resort. The residences that sell under the Kolasin Valleys brand sit inside individual buildings, two of which have their own pages as off-plan developments in the 1450 village: Hotel Kilimanjaro and the Grand Chalet Hotel. Prices across the resort start from about EUR 250,000 for a studio, with the GBP figures shown here only as a guide drawn at about 1 euro to 0.854 pounds; they move with the exchange rate. That distinction matters here more than at most resorts. As of mid-2026 a single building is operational: the 116-room Swissotel Resort Kolasin, operated under the Accor brand, which opened in January 2024 on the 1600 plateau, alongside roughly 45 to 50 kilometres of runs and about six lifts. The wider picture often quoted in marketing, of around 23 hotels, scores of chalets and well over 100 kilometres of runs, is a 2030 target, not a built fact. The two residential buildings selling now are off-plan. A buyer at Kolasin Valleys is committing to an early-stage resort, and the case rests on the developer delivering the rest.

Apartments, studios to two bedrooms

The residential offer is apartments rather than the free-standing chalets shown in the plan. Sizes run broadly from 32 to 143 square metres across the resort, with Hotel Kilimanjaro apartments at 36 to 77 square metres.

Furnished and hotel-managed

Homes are sold furnished and operate under hotel management to a five-star service standard, with concierge, ski rooms and wellness drawn from the operating Swissotel. Confirm the management terms and any rental arrangement in writing before you reserve.

Two buildings selling now

The residences that sell today sit in two off-plan buildings in the 1450 village, Hotel Kilimanjaro and the Grand Chalet Hotel, each documented on its own page. Other named buildings remain at the plan stage.

Off-plan delivery

The homes are under construction. Listings point to first guests around winter 2025 and openings into 2026 to 2027; treat any date as targeted, not confirmed, and ask us to put the delivery schedule in writing.

About 40 to 45 minutes from Podgorica airport

The resort lies roughly 41 kilometres from Podgorica International Airport over the new motorway and about 15 minutes from Kolasin town, with the Adriatic coast around 90 minutes away.

Who can own

Foreign buyers may take freehold of the apartment. The resort land sits under a 90-year lease from the Government of Montenegro, which keeps the underlying land; you own your home. A purchase of about EUR 150,000 can support residency. There is no active citizenship-by-investment route; that programme closed at the end of 2022.

Prices are set in euros, from about EUR 250,000. The sterling figures shown here are a guide only, drawn at about 1 euro to 0.854 pounds, and move with the exchange rate.

Payment

A staged plan is published for some buildings, for example 20 percent on reservation, 70 percent during construction and 10 percent on handover at Hotel Kilimanjaro. No single resort-wide schedule is published, so we confirm the plan that applies to your building per reservation.

Costs and fees

Montenegro levies a property transfer tax, and a service charge applies to managed residences. We confirm the rate and the charge in writing before you reserve rather than quote a figure here.

Kolasin Valleys sits on Bjelasica, in the green northern mountains of Montenegro between Biogradska Gora National Park and the Tara canyon. The resort spans two elevations about nine kilometres from Kolasin town: the lower 1450 village and the higher 1600 village, marketed as K16 Peak, connected by the K-7 chairlift with a top lift station near 2,034 metres. The drive to Podgorica International Airport runs about 40 to 45 minutes over the new motorway, roughly 41 kilometres; Kolasin town is about 15 minutes away. The Adriatic coast is around 90 minutes by car. A small airport at Berane is planned nearby, slated to open around 2027, which would put air access about 15 minutes away if it becomes operational; treat that as a plan, not a current service.

This is the masterplan page. The sellable residences live inside named buildings, and two of them are documented separately as off-plan developments, both in the 1450 village. Hotel Kilimanjaro is a 77-unit building of studios to two-bedroom apartments, sized 36 to 77 square metres. The Grand Chalet Hotel is a larger development in the same village. Other named buildings, including Swissotel apartments and further hotels and residences, appear in the developer plan but are not independently documented as built. The structure behind the resort has three parties, and it helps to keep them separate. Gener 2, an Albanian construction group of around 25 years with road, infrastructure and Tirana building work behind it, is the developer and carries delivery, building through its Ski Resort Kolasin 1600 company under the 90-year state lease. Ecosign is the master-planner only, not the developer, owner or operator. Swissotel, under Accor, operates the one delivered hotel. The Kolasin Valleys name is the sales brand, not an independently documented construction company, so the marketing line about 15 years of building in Montenegro should be read as a brand claim; the verifiable construction record belongs to Gener 2 in Albania. About EUR 20.7 million had been invested by the end of 2023. What is built today is the Swissotel, roughly 45 to 50 kilometres of runs and about six lifts. The rest, the 2030 vision of around 23 hotels and scores of chalets with well over 100 kilometres of runs, is largely unbuilt.

The residences selling now are apartments. Across the resort they run broadly from 32 to 143 square metres, from studios through one and two-bedroom homes. In Hotel Kilimanjaro the apartments are 36 to 77 square metres and priced from about EUR 250,000 to EUR 460,000. Grand Chalet apartments start at about EUR 250,000 for a one-room home and about EUR 350,000 for a two-room home, with residences sized 32 to 143 square metres. Homes are sold furnished and run under hotel management to a five-star service standard, with ski rooms, wellness and spa, restaurants and concierge service drawn from the operating Swissotel. The free-standing private chalets in the plan are larger, but no independently verified per-chalet sizes were available, so we do not quote them.

The demand case is straightforward and so are the counterweights. Kolasin is an emerging, seasonal ski destination, one of Montenegro's better-known mountain centres, and the resort is marketed by its developer as the first ski-in, ski-out address in the country; that framing is a developer claim, widely repeated, not an independent verdict. Against it: most of the resort is an unbuilt 2030 vision, the homes are off-plan with the delivery risk that carries, the resale pool in a young mountain market is shallow, the land sits under a state lease while you own the apartment, and pricing is in euros for a sterling buyer. Montenegro is an EU candidate pursuing accession later this decade. Its citizenship-by-investment programme closed at the end of 2022, so there is no active route to a passport here; a purchase of about EUR 150,000 can support residency. We do not quote yields, occupancy or capital-growth figures, because none are independently verifiable.
