Saudi title deed rules tighten on dual deeds and survey errors.
Title deed Saudi rules change as the Real Estate General Authority and the Ministry of Justice adopt executive-regulation amendments that halt registration on conflicting deeds and set fixed survey-error tolerances.

Okaz reported in Arabic that the Real Estate General Authority, in agreement with the Ministry of Justice, had adopted substantial amendments to the executive regulations of the real estate registration system. The changes target dual title deeds, pure clerical and material errors, and gaps between measured areas and official documents.
According to the Okaz report, the regulations set a flexible route for the authority or an interested party to correct pure writing and material errors without touching the absolute evidentiary force of the registered title. They also organise first registration and the recording of dispositions during the examination period so new buyers’ rights are protected while titles are still being settled.
Okaz said the rules fix tolerable survey-error bands: 1% to 2% on approved plans, capped at 100 square metres; 5% in unplanned areas; and 7% outside the urban boundary, with owner consent required where the measured area is short. On dual deeds or judicial restrictions, registration stops at once on a reasoned decision by the real-estate registrar until the courts decide, and lawsuits may be annotated on the register.

Omnia Desk
Cleaner title files cut deed-conflict risk; the purchase path is unchanged.
For anyone holding or weighing a Saudi home, the practical shift is narrower title risk, not a new right to buy. Dual deeds and pure survey mismatches have been a common source of delay and dispute at the Real Estate Registry. Fixed error bands and an immediate freeze when deeds conflict give a clearer paper trail before money moves or a resale is attempted.
It does not rewrite who may own, the Wafi escrow path on off-plan stock, or the price bands we already list. The check that matters now is the same one in our guide to how to buy property in Saudi Arabia: confirm the title is free of annotated claims and that the measured area sits inside the new tolerances before you treat the deed as final. Off-plan schemes sold under Wafi still turn on stage payments into escrow; completed stock still turns on a clean registered title.
