Where the later complexes chose the shoreline, this one chose elevation, privacy and the fairways.
What you buy is genuine freehold within an ITC: land and building in your own name, with the right to sell, gift or bequeath, and renewable residency for you and your immediate family for as long as you hold the home (Vista Real Estate; Damasturk 2025). That matters because outside the ITCs, non-GCC foreigners generally cannot own freehold in Muscat at all. Muscat Hills is one of the specific addresses where the door is open, and we confirm the tenure of a given scheme against the title record before you commit to anything.
The trade-off is honest and worth naming early. There is no beach and no waterfront here; that is Al Mouj’s and Muscat Bay’s ground. Muscat Hills sells golf greens, hill views, gated quiet and a lower number. It is car-dependent by design, with walkability limited to the community’s own spine, the Muscat Hills Boulevard, and the clubhouse. Mornings belong to the course and the school run, the heat owns the afternoon, and the evening comes back outside on the Boulevard and the clubhouse terrace. Everyday life gathers on the Muscat Hills Boulevard, a roughly 660-metre commercial strip of cafes and shops that opened in 2023. It is the walkable heart of the enclave. For anything larger, the car comes out.
The runway next door
The airport is about ten minutes away on Highway 1, which makes this the address for people who fly often. It also means aircraft and the highway are close neighbours, so aircraft-noise exposure is a per-plot question we check with you.

uscat Hills is not a district in the ordinary sense. It is a single gated community, planned as one piece, built into the slopes across from the airport, and organised around a golf course rather than a coastline or a high street. To understand it is to understand the choice its founders made in the mid-2000s: to sell the hills and the greens instead of the sea, at the very moment Oman was opening its property market to the world.
Where it came from
Muscat Hills was conceived as part of Oman’s first wave of Integrated Tourism Complexes, the mechanism through which the Sultanate opened freehold ownership to foreigners from 2006. Its anchor was the country’s first PGA-certified 18-hole championship course, conceived in the mid-2000s and opened for play in 2009 on natural wadi terrain and designed by Paul Thomas of David Thomas and Associates (Muscat Hills Golf & Country Club). That made it Oman’s first integrated golf-and-residential community, a category that barely existed in the country before it.
The developers carved a low-density community of roughly 300 residences into the hillside directly across from Muscat International Airport (Muscat Hills Development). The decision to build inland was deliberate. The later complexes, Al Mouj, Muscat Bay and Jebel Sifah, would claim the coastline; Muscat Hills chose elevation, privacy and the fairways instead. That founding choice still defines the place two decades on, and it is the first thing any buyer should weigh: this is a golf community, not a beach one.
It sells the greens, not the sea. The value is in what that trade buys: privacy, elevation, a ten-minute run to the airport and a lower number.
What you are actually buying
The product is villas and townhouses, plus apartments. Four-bed townhouses have started around OMR 140,000, and 5-bed golf-view villas typically run OMR 250,000 to 300,000, with the higher-specification homes above that. Ominvest’s ORIS is now extending the inventory with its La Vie project: villas, apartments, serviced apartments, retail and a Tivoli-managed boutique hotel (Oman Observer; Times of Oman). What you hold in every case is genuine ITC freehold, land and building in your name, with the right to sell, gift or bequeath and residency for the family for as long as you own.
The resale reality is worth stating plainly. This is an established, thinly-traded secondary market where area-level sales data is scarcer than for Al Mouj. Listings cluster on Dubizzle, Bayut and agents such as Savills, and most prime Muscat stock currently trades at roughly 95 to 100% of asking, a discount of zero to five percent. Across all product, Muscat Hills spans roughly OMR 90,000 to 380,000, about USD 234,000 to 990,000, or roughly OMR 600 to 1,250 per square metre (Luxe Oman and Sands of Wealth, compiling Dubizzle Oman, Bayut Oman and Numbeo, 2026). Where it is going
The reason Muscat Hills is worth a guide now is that it is being re-energised. The golf course and club have been relaunched as La Vie Club, and the wider La Vie development is delivering new villas, apartments and a hotel into an enclave that had matured (Oman Observer; Arabian Business). The site also sits beside the emerging Madinat Al Irfan district, one of the larger new-city moves on this side of Muscat. Momentum is real: Savills logged a 15% quarter-on-quarter rise in Muscat Hills 4-bed villa rents in Q2 2025, and analysts place it alongside Al Mouj among the city’s fastest-appreciating areas (Savills Oman, Q2 2025; Sands of Wealth, 2026).
The investment pull is reinforced by the tax position and the residency ladder. Oman levies no personal income tax today, no capital gains tax on property and no inheritance tax, and since August 2025 higher-value ITC purchases can feed the tiered investor residency, a 5-year Silver visa from OMR 250,000 and a 10-year Golden visa from OMR 500,000. The risks are equally real: a shallow resale market, airport and highway adjacency, no beach, and prices that have already run up off a value base. This is a position to understand slowly, which is the whole point of starting with the place.

- Foreign nationals can buy inside designated Integrated Tourism Complexes (ITCs) such as Al Mouj Muscat, Muscat Bay and Hawana Salalah. Outside the ITCs, freehold is generally reserved for Omani and GCC nationals, though long-term expatriate residents can hold usufruct of up to 99 years in some approved buildings. We confirm the status of a specific scheme before you commit.

- Registered freehold title in your own name inside an ITC. A minority of schemes grant long-term usufruct instead, up to 99 years, which can still be sold, let and passed to heirs. Which one applies is a scheme-level fact, so we verify it against the title record, not the brochure.
- Residency
- Ownership within an ITC carries renewable residency for the owner and immediate family, held for as long as the property is. Larger purchases can also qualify for the longer multi-year investor residency relaunched in 2025, which runs in five and ten year tiers at higher thresholds. Thresholds and terms vary and can change, so we confirm the current rules for your situation.
- Taxes
- A transfer and registration fee of about 3% on purchase, and that is broadly the headline cost. There is no recurring tax on a home you own and no personal capital gains tax today. From January 2028 a 5% income tax applies to individuals earning above a high yearly threshold, around OMR 42,000 under Royal Decree 56/2025, the first such tax in the Gulf.
- Letting
- Long lets and holiday lets both operate within the ITC communities, usually through the community’s own rental management, and leases are registered locally. Rental income is untaxed today, though from 2028 it falls within the scope of the new income tax above the threshold, so we model the net position before you bank on the income.
