An off-plan mountain residence in an early-stage Montenegrin resort, bought with eyes open.

One advisor, start to finish.
Speak with an advisorHotel Kilimanjaro is a 77-unit off-plan building in the Kolasin 1450 village of the Kolasin Valleys resort in Montenegro. Studios to two-bedroom apartments from about 250,000 euros, sold with hotel management.
Hotel Kilimanjaro is one building inside the Kolasin Valleys resort in the Bjelasica mountains of northern Montenegro. It sits in the lower Kolasin 1450 base village and carries 77 apartments for private sale, from studios of about 36 to 42 square metres to two-bedroom homes of about 60 to 77 square metres. Prices start at about 250,000 euros for a studio and reach about 460,000 euros for the largest two-bedroom layout. The homes are sold furnished or semi-furnished and come with hotel management, daily housekeeping, concierge, and access to spa and gym facilities within the resort. The building is its own marque: 'Kilimanjaro' is the project's name for what its plans label 'Hotel B', and it carries no third-party hotel brand.
Kolasin is a small mountain town, an emerging and seasonal ski destination rather than an established international resort. The site is ski-in, ski-out at the Kolasin 1450 centre, about 9 to 10 kilometres from Kolasin town and roughly 50 minutes, around 70 kilometres, from Podgorica International Airport by the motorway that opened in 2022. The Adriatic coast is about 90 minutes away by car. Prices here are set in euros. The pound figures we show are a guide only, drawn at about one euro to 0.854 pounds, and they move with the exchange rate. Montenegro permits foreign buyers to own apartments freehold; the resort land itself sits under a 90-year state lease, so you own your home rather than the ground beneath the resort. Omnia represents you, not the developer. We confirm the unit, the price basis, the payment terms, and the management charges in writing before you commit anything.
Be clear about the stage. As of mid-2026 the only operational building in the whole resort is the 116-room Swissotel Resort Kolasin on the higher 1600 plateau, opened in January 2024 and operated under Accor, alongside roughly 45 to 50 kilometres of runs and about six lifts. Hotel Kilimanjaro is off-plan and under construction in the lower 1450 village, with completion currently targeted for 2026, though resort-wide infrastructure such as water, sewage, electricity, and access roads is state-delivered and incomplete, and several Kolasin openings have slipped toward 2027. The wider vision often quoted of around 23 hotels, scores of chalets, and well over 100 kilometres of ski terrain is a 2030 plan, largely unbuilt. A purchase here is a commitment to an early-stage resort, and we set out the counterweights plainly.

The residences
The 77 apartments range from compact studios to two-bedroom homes, all within a single hotel-residence building in the lower Kolasin 1450 village. Sizes are stated in square metres and delivered furnished or semi-furnished with hotel services attached.

The entry homes are studios of about 36 to 42 square metres, from about 250,000 euros. They suit single occupants and short mountain stays, and like every home here they come furnished or semi-furnished with hotel management and housekeeping attached.
One-bedroom apartments run about 45 to 50 square metres, with a benchmark unit near 49 square metres. They give a separate sleeping room while staying within the building's hotel-residence model of concierge, housekeeping, and shared resort amenities.
The largest homes are two-bedroom apartments of about 60 to 77 square metres, up to about 460,000 euros. They are the family layout in the building and the most space available within Hotel Kilimanjaro.
Homes are delivered furnished or semi-furnished and sold with full hotel management and maintenance, daily housekeeping, and concierge.
Hotel Kilimanjaro is a single hotel-residence building, the masterplan's 'Hotel B', with ski-in, ski-out access and underground garage parking with valet. The published material does not state the building's floor count, so we confirm it directly rather than assume it.

Why this address
Studios start at about 250,000 euros, around 214,000 pounds as a guide at 0.854, rising to about 460,000 euros for a two-bedroom of 77 square metres. The building is off-plan and under construction in the Kolasin 1450 village, with completion currently targeted for 2026. The pound figure is a guide only and moves with the exchange rate.
Montenegro permits foreign buyers to own apartments freehold. The resort itself sits on a 90-year lease from the Government of Montenegro, which retains the underlying land, so you take freehold of your home rather than the ground beneath the resort. The citizenship-by-investment programme closed at the end of 2022; a purchase of about 150,000 euros can instead support residency.
As of mid-2026 the only operational building in the whole resort is the 116-room Swissotel Resort Kolasin on the 1600 plateau, opened January 2024 under Accor, with roughly 45 to 50 kilometres of runs and about six lifts. Hotel Kilimanjaro is off-plan in the lower 1450 village. The wider vision of around 23 hotels and scores of chalets is a 2030 target, largely unbuilt.
The developer is Gener 2 of Tirana, an established Albanian construction group of around 25 years, which carries delivery through its local company. Ecosign of Whistler, Canada, is the master-planner only, commissioned in 2011. The Swissotel under Accor operates the one hotel that has opened. 'Kolasin Valleys' is the sales brand, not an independently documented construction company.
'Kilimanjaro' is the building's own name, the project's 'Hotel B', and it carries no third-party hotel brand. The Swissotel and Radisson names in resort marketing sit on other buildings. Homes are sold furnished or semi-furnished with full hotel management, daily housekeeping, concierge, and spa and gym access within the resort.
The building has ski-in, ski-out access to the Kolasin 1450 centre. Kolasin town is about 9 to 10 kilometres away, Podgorica airport about 50 minutes by motorway, and the Adriatic coast roughly 90 minutes by car. The resort runs in both winter and summer seasons.

Availability
Ownership & how to buy
Montenegro permits foreign buyers to own apartments freehold, so you take freehold of your home. The resort land sits under a 90-year state lease, with the Government of Montenegro retaining the ground beneath the resort. A property purchase of about 150,000 euros can support residency. There is no active citizenship-by-investment route: that programme closed at the end of 2022.
Prices are set in euros, from about 250,000 euros for a studio. The pound figures we show, around 214,000 pounds at the entry level, are a guide only, drawn at about one euro to 0.854 pounds, and they move with the exchange rate. We confirm the euro price and the basis in writing before you commit.
A developer instalment plan is paid over the build period. Broker listings quote the split in different ways, so we do not publish a fixed ratio as fact. The exact payment schedule is confirmed per reservation directly with the developer before you commit.
Montenegro applies a property transfer tax on purchase, and the homes carry an ongoing management and service charge for the hotel services. Neither the management charge nor the precise transaction costs are published, so we confirm both in writing before you reserve rather than quote a rate we cannot verify.
Figures are indicative. Your advisor prepares a full, itemised cost breakdown for your specific residence and jurisdiction before you commit.

In detail
Kolasin is a mountain town in the Bjelasica range in northern Montenegro, an emerging and seasonal ski destination organised around two centres, the lower Kolasin 1450 base village and the higher Kolasin 1600 plateau. Hotel Kilimanjaro sits in the 1450 village with ski-in, ski-out access to the Kolasin 1450 ski centre. The town of Kolasin is about 9 to 10 kilometres away, roughly 15 minutes. Podgorica International Airport is about 50 minutes, around 70 kilometres, by the high-speed motorway that opened in 2022; the capital itself is about 60 kilometres. Biogradska Gora National Park is about 30 kilometres away, and the Adriatic coast is roughly 90 minutes by car. The resort runs in both seasons, with skiing in winter and hiking, rafting, and national-park access in summer.
Hotel Kilimanjaro is a child of the Kolasin Valleys masterplan, not the masterplan itself. The plans label it 'Hotel B', and its unit codes begin with B. It is the smaller, lower-village counterpart to the larger Grand Chalet Hotel, a separate 116-unit off-plan building also in the 1450 village. Both are off-plan buildings under the same resort brand. The only delivered building of the masterplan so far sits elsewhere, on the higher 1600 plateau: the Swissotel Resort Kolasin. The Swissotel and Radisson names seen in resort marketing attach to other buildings of the plan, not to Kilimanjaro, which carries its own building name and no outside hotel marque.
The structure behind the resort has three distinct parties, and it helps to keep them separate. The developer is Gener 2 sh.p.k. of Tirana, Albania, an established construction group of around 25 years, working through its local company Ski Resort Kolasin 1600; that company holds a 90-year lease from the Government of Montenegro signed in September 2018, and the government retains the underlying land. 'Kolasin Valleys' is the sales brand under which inventory is marketed. Ecosign Mountain Resort Planners of Whistler, Canada, the firm behind work at Whistler Blackcomb, Davos, and Courchevel, was commissioned in 2011 as the master-planner only; it is not the developer, owner, or operator. The Swissotel under Accor operates the one hotel that has actually opened. About 20.7 million euros had been invested in the Kolasin 1600 centre by the end of 2023. The claim that the brand has been building in Montenegro for 15 years is a self-reported marketing line; the verifiable construction record belongs to Gener 2 in Albania. What is built today is the Swissotel plus roughly 45 to 50 kilometres of runs and about six lifts. The headline of around 23 hotels and scores of chalets with well over 100 kilometres of terrain is a 2030 target, largely unbuilt.
The building offers 77 apartments for private purchase. One source notes the hotel carries 193 accommodation units in total with 77 available to buy, so 77 is the sellable inventory rather than the full key count. The mix runs from studios of about 36 to 42 square metres, through one-bedroom apartments of about 45 to 50 square metres with a benchmark unit near 49 square metres, to two-bedroom homes of about 60 to 77 square metres. These sizes are stated in square metres and are used as given. Homes are delivered furnished or semi-furnished and sold with full hotel management and maintenance, daily housekeeping, concierge, ski room and ski storage, underground garage parking with valet, and access to spa and gym facilities within the resort, the spa being in the neighbouring Hotel C. Exact floor count is not published.
On demand and investment, the honest picture is mixed. The appeal is real: a two-season mountain setting, a master-planned resort with a credited planner in Ecosign, and motorway access that has shortened the airport run. The counterweights are equally real. Most of the resort is an unbuilt 2030 vision; only the Swissotel is open. Kilimanjaro is off-plan, so it carries delivery and timing risk, with a 2026 target that depends on state-delivered infrastructure and may slip toward 2027. The ski market here is seasonal and emerging, with a shallow resale pool. The resort land is a state lease, so you own the apartment, not the ground beneath the resort. Prices are in euros, which adds exchange-rate movement for a sterling buyer. We publish no yield, occupancy, or capital-growth figures, because none can be independently verified, and we confirm the management and service charges in writing before you reserve.
