That changed on 22 January 2026, when the Law of Real Estate Ownership by Non-Saudis opened freehold ownership to buyers of any nationality inside designated zones. A waterfront home on the Red Sea is now something an international buyer can hold outright, in a country with no personal income, capital gains, wealth or inheritance tax, and a riyal pegged to the US dollar. That shift is what makes this page possible, and it is worth understanding before you look at any single home.
The setting matters as much as the building. Jeddah is the Kingdom's historic gateway to the Red Sea and its most outward-looking city, and Jeddah Central is the waterfront district being built to give that coast a residential front.
