Since 22 January 2026, the Law of Real Estate Ownership by Non-Saudis has opened freehold ownership to all nationalities within designated zones, so a championship-course mansion can be owned outright rather than leased. The fiscal picture is unusually clean: no personal income, capital gains, wealth or inheritance tax, and a riyal pegged to the US dollar, which removes a layer of currency uncertainty for international owners. A transfer fee of up to 5% applies when a non-Saudi sells.
The context west of Riyadh matters here. Diriyah is the historic heart of the Saudi state, and the land around it is being shaped into a low-density setting where golf, country-club life and heritage sit together. Riyadh itself is projected to reach about 15 million residents by 2030 under Vision 2030, with Expo 2030 and the 2034 FIFA World Cup ahead, so a home in this part of the Kingdom is bought into a place that is growing into a longer story, not a finished one.
