Non Saudi real estate zones listed after Cabinet rules approval.
REGA set out the mapped places where non-Saudis may own property once the Cabinet backed the executive regulations and geographical ranges today.

Argaam reported in Arabic today that the Real Estate General Authority clarified the geographical ranges open to non-Saudi property ownership after the Cabinet approved the executive regulations of the non-Saudi ownership law and the zones the same day.
According to that report, the list for Makkah covers Abraj Makkah, Al Manar, Ajyad Tower, King Salman Gate, Talal Village, Jabal Omar, Zakher Makkah, Dahiyat Sumou, Masar and Makkah areas 1 and 2. Madinah covers Al Ghurra, Madinah areas 1 and 2, Al Mahwa, Darat Al Hijra, Downtown Madinah, Diyar Al Muqarr, Rua Al Madinah, Knowledge Economic City and Musharraf. Riyadh covers Qiddiya, New Murabba, Sports Boulevard and Arts District, Diriyah Gate, King Salman Park, Sidra, King Abdullah Financial District, King Salman International Airport and a transit-oriented development site.
Jeddah covers central Jeddah plus development areas 1 to 55 in Jeddah governorate. The report also named the mega-project belt of Neom, Amaala and the Red Sea, and the special economic zones at Jazan, Ras Al Khair, King Abdullah Economic City special zone and King Abdullah Economic City. Property-level maps and any later changes were not set out in the Argaam summary.

The zone list is now public; your plot still has to sit inside the map.
REGA’s named ranges in Riyadh, Jeddah, Makkah and Madinah, plus the giga and special-economic belts, are the operational map foreign buyers need for freehold. They sit on top of the ownership framework already live under Royal Decree M/14 and the earlier Cabinet zone clearance, without rewriting price bands or the Wafi escrow path we already list.
Cross-check any shortlist against the live Saudi Properties maps before you reserve. A Riyadh off-plan unit only helps if it falls inside the published polygons; the same test applies in Jeddah’s numbered development areas. Our earlier pages on Saudi Arabia opens to foreign buyers in 2026 and Can foreigners buy property in Saudi Arabia? still hold on residency routes and the application portal. Budget the known stack of charges on exit in the four cities, and treat anything outside these ranges as closed to non-Saudi freehold until REGA says otherwise.
