Al Jaddaf means The Rower. From the early 1900s this was Dubai’s dhow-building shore, and a working ship docking yard still sits on the water’s edge beside the new towers. What has been built since splits in two: the Jaddaf Waterfront cultural quarter on the Creek, with the Jameel Arts Centre, an open-air sculpture park, a hotel cluster around Palazzo Versace and a waterfront promenade, and an inland grid of 15 to 25 storey apartment towers around Dubai Healthcare City Phase 2, much of it delivered since 2020.
The tenure map is unusually layered for Dubai. The residential towers sit in freehold-eligible master zones, Dubai Healthcare City Phase 2 and Jaddaf Waterfront, where foreign nationals hold full title registered with the Dubai Land Department. In January 2025 the DLD went further, converting 329 older Al Jaddaf plots from leasehold to freehold for all nationalities. Because granted, leasehold and converted plots coexist in the same district, we verify the title on a specific building rather than assume it from the area name.
The honest read: this is a district in mid-build. Pavements between plots are patchy, several blocks are construction sites, and the retail lags the towers. What you get in return is position. Al Jadaf station on the Metro Green Line is in the district, the Creek promenade is one of the few walkable waterfronts on this stretch, and entry pricing sits at a substantial discount to Downtown across the water.

A working creek, a quiet weekend.

The rhythm here is weekday-commuter rather than resort: quiet residential blocks, hospital and clinic traffic by day, and a slower cultural crowd on the waterfront at weekends. The three notes below are what residents tend to mention first.
The waterfront
The Jameel Arts Centre opened on the Creek in November 2018, with a sculpture park and a promenade around it and the Palazzo Versace hotel cluster along the bank. It is the calmest stretch of public water this close to Downtown.
The everyday
The civic anchors are heavyweight for a mid-market district: the Mohammed Bin Rashid Library, opened 2022 with around 1.1 million volumes, Latifa Women and Children Hospital, and Zabeel Stadium all sit in or on the edge of the area.
The neighbours
Residents skew toward young professionals, healthcare workers tied to Healthcare City, and renters priced out of Downtown and Business Bay. Buyers are dominantly international investors holding small-format units for yield.

l Jaddaf translates as The Rower, and the name is not decorative. From the early 1900s the creek-side yards here built and repaired the wooden dhows the pre-oil trading economy ran on, and the Jadaf docking yard still works the water’s edge today. Everything since has been an attempt to decide what this stretch of central creek bank should become, and the current answer, a cultural waterfront backed by a grid of mid-market towers, is the third or fourth draft. That history is worth knowing, because it explains both the district’s position and its unfinished edges.
The Rower, and the drafts that followed
In the mid-2000s the waterfront strip was master-planned as Dubai Culture Village, an arts-led mixed-use district of roughly 3 million square metres. The project stalled after 2008, then was revived and rebranded as Jaddaf Waterfront, anchored by the Jameel Arts Centre from November 2018, with the sculpture park, the hotel cluster and the promenade following. The inland half was designated Dubai Healthcare City Phase 2, a 176-hectare expansion zone on Oud Metha Road with clinical, mixed-use and residential parcels, and it is that designation that opened the area to freehold apartment towers.
The final piece landed in January 2025, when the Dubai Land Department formally allowed 329 Al Jaddaf plots to convert from leasehold to full freehold for all nationalities, completing the district’s shift from granted industrial land to an open investment market. The civic investment arrived in parallel: the Mohammed Bin Rashid Library opened in 2022, and Latifa Hospital and Zabeel Stadium hold the district’s edges. For a mid-market address, the public anchors are unusually serious.
Buy on entry price, payment plan and rentability, not on short-term appreciation. The supply pipeline is the number that matters.
What you are actually buying
The stock is almost entirely apartments: studios to three-beds in 15 to 25 storey towers, sold freehold to all nationalities, plus a thin layer of branded and hotel residences on the Creek. Al Jaddaf has become a recognisable Binghatti micro-market: roughly seven of the developer’s towers were scheduled to hand over here between Q4 2025 and Q2 2026 alone, alongside projects by Azizi and others, and portal data counted around 21 active off-plan projects in the area. The three developments we list, Binghatti Ivory, Binghatti Ghost and Binghatti Starlight, all sit in the Healthcare City Phase 2 grid.
Entry pricing is the pitch. Studios have transacted from roughly AED 600,000 to 900,000, one-beds around a median of AED 1.3m to 1.4m, and blended readings run from about AED 1,350 per sq ft on completed stock to AED 2,030 per sq ft once off-plan launches are included, which is near the Dubai citywide off-plan average per ValuStrat’s Q1 2026 reading. Two kilometres away, Downtown trades far above that. You are buying the discount to the districts next door, with a metro station and a walkable creek thrown in.
The supply question
Supply is the defining force here, and the numbers deserve to be stated plainly. Portal pipeline data shows roughly 6,240 units upcoming against about 3,160 completed, implying the district’s stock could nearly triple, and Binghatti has kept adding, its USD 1.09bn Ghost launch alone (one of the three we list) among the largest in the district. Momentum is real but maturing: transaction volumes surged around 44% in the first half of 2025, yet area-level capital appreciation had flattened to roughly 0% over the 12 months to mid-2026 as new supply priced in.
That flatness is not a verdict, it is the shape of the trade. ValuStrat’s citywide 2026 outlook forecasts moderating growth, with apartments up 7.4% and underperforming villas, and Al Jaddaf transacts near the citywide off-plan average with far more identical product on the way. The case here rests on entry price, payment plan and rentability, with gross yields reading 6 to 7.8% on portal DLD-derived data, not on short-term appreciation. Buyers who price that in tend to be the ones the district rewards.

The practical part, before you look.
Buying in Al Jaddaf is straightforward freehold for most new towers, but the district’s tenure history is mixed, granted, leasehold and converted plots share the same map, so title is verified plot by plot. Here is what the market actually reads at, with the caveat that no major consultancy publishes an Al Jaddaf-specific index: area figures are portal analyses of Dubai Land Department records, indicative rather than audited.

- Who can own
- Foreign buyers of any nationality can own in designated areas across Dubai, Abu Dhabi and the northern emirates, a framework that has been settled for two decades. Title registers in your own name with the land department of the emirate, the Dubai Land Department in Dubai.
- What you hold
- Freehold title where the building sits inside a designated zone, which covers most of the stock we work with. A few areas grant long leasehold or usufruct instead, so we confirm the tenure on the specific building before you commit, never from the neighbourhood name.
- Residency
- A qualifying property of at least AED 2m can support the ten-year renewable Golden Visa for you and your family, held without an employer sponsor. The threshold held through the April 2026 visa reforms, and mortgaged or off-plan property can now qualify with the lender’s consent. Rules can change, so we confirm the current position before you rely on it.
- Taxes
- A one-off transfer and registration fee on purchase, around 4% in Dubai and lower in some emirates, and that is broadly the headline cost. There is no annual property tax, no personal income tax and no capital gains tax for individuals. Dubai levies a municipal housing fee tied to a home’s rental value.
- Letting
- Long lets register with the emirate, through Ejari in Dubai and Tawtheeq in Abu Dhabi. Short lets need a holiday-home permit from the emirate’s tourism authority, and owners can hold one directly in Dubai or let a licensed operator run it. Binghatti Ivory launched with studios from AED 888,888, one-beds from about AED 1.3m and two-beds from about AED 2m. Binghatti Ghost launched in a similar band, studios from roughly AED 830,000 to 900,000, on the same 70/30 payment plan: 20% on booking, 50% through construction, 30% at handover. Starlight is priced in the same band. Launch pricing dates from 2024 to 2025; resale pricing varies by floor and view.
What rental yield can I expect?
Portal data derived from DLD records puts gross yields at roughly 6% blended, with studios nearer 7 to 7.8% and two-beds closer to 6%. Studios rent around AED 55,000 a year and one-beds around AED 78,000 on 2025 data. Net yields after service charges and voids will be lower.
Is Al Jaddaf a good place for a family to actually live?
It can work, with caveats. The Swiss International Scientific School, an IB school from Pre-K to Grade 12, is inside the district, Latifa Hospital and the Mohammed Bin Rashid Library are on the doorstep, and Festival City’s schools are about 12 minutes away. But the stock is dominated by investor-format studios and one-beds, and parts of the district are still construction sites, so families should target the larger units and creek-facing blocks.
How well connected is it without a car?
Better than most new Dubai districts. Al Jadaf station on the Metro Green Line serves the area, with the Red Line for the airport reached by changing at the BurJuman interchange, and the Creek promenade is genuinely walkable. By car it is about 15 minutes to DXB and 12 minutes to Downtown outside peak hours.
What is the main risk of buying here now?
Supply. Around 6,240 pipeline units against roughly 3,160 completed means heavy competition at handover: area prices were broadly flat over the 12 months to mid-2026 despite strong transaction volumes, and many towers are near-identical small-format products from the same developer.
