Most clients begin with the place, not the plan. In Simaisma the place is a small town on a long beach, and the plan is what Qatar intends to build beside it.
Simaisma is a seaside town in Al Daayen municipality, on the coast road between Lusail and Al Khor, about 40 kilometres north of Doha. On 27 June 2024 the Prime Minister launched the Simaisma Project beside it: a state-led destination managed by Qatari Diar across eight million square metres, with seven kilometres of beach and 16 tourism zones for private developers. The plan holds four resort zones, a yacht club and marina, retail and dining, an 18-hole golf course with villas, and Land of Legends Qatar, a theme park destination.
What you can see today is mostly coast. Ground was broken on Land of Legends in November 2024, with opening due by 2028, and the golf and villa precinct was signed in April 2025 with completion anticipated in December 2030. So this is a district to read as a timeline rather than a neighbourhood. You would be buying the first chapter of a destination, years before it has residents or a resale market.
The ownership question was settled in June 2026, when Cabinet Decision No. 21 of 2026 added the Simaisma Resort and Beach Project to the zones where buyers of any nationality can own freehold. Lusail is about 20 minutes south by road and Hamad International Airport about 50, so a car is part of every day here. Nobody can yet live the life the masterplan describes, so the three notes below separate what the destination is planned to hold from what is dated and under way. Treat each as a promise with a timetable, and check the timetable.


The golf
About 790,000 square metres of the coast go to the Trump International Golf Club: an 18-hole course with a clubhouse, a beach club and Trump-branded villas, under an agreement Qatari Diar signed with Dar Global on 30 April 2025.
The legends
Land of Legends Qatar takes 650,000 square metres, inspired by the journeys of Ibn Battuta and built with FTG Development. It is described as a US$3bn investment planned for about 2 million visitors a year, due to open by 2028.
The everyday
The villa precinct plans its own Community Centre and Commercial Centre, with a pharmacy, café and shops. Until those open, hospitals, schools and errands mean Al Khor, Lusail or Doha, and Aisha Bint Hamad Al Attiyah Hospital is about 10 minutes away.

imaisma is easiest to understand as a state masterplan that has opened its first chapters to private buyers before most of it exists. The town on the coast road is real and unremarkable in the best sense: quiet, low and close to the water. Beside it, Qatari Diar is laying out a destination meant to draw visitors from across the Gulf. To read it as a purchase is to hold three dates at once: Land of Legends by 2028, the villas in December 2030, and the slower date, still unknown, when the resorts and marina fill in around them.
The plan, and who is behind it
The Simaisma Project was launched on 27 June 2024 by the Prime Minister and Minister of Foreign Affairs, as a Ministry of Municipality initiative managed by Qatari Diar, the state’s real estate investment company. It covers eight million square metres along seven kilometres of beach on Qatar’s eastern coast, divided into 16 tourism zones offered to private developers: four resort zones, a yacht club and marina, retail and dining, golf with residential villas, and a large theme park.
Two anchors have moved from plan to contract. Ground was broken on Land of Legends Qatar on 21 November 2024, a 650,000 square metre destination built with FTG Development and described as a US$3bn investment. Then on 30 April 2025 Qatari Diar signed with Dar Global for the Trump International Golf Club and villas, about 790,000 square metres of the coast. We have not yet seen developers named for the resort zones or the marina.

What you are actually buying
Today the residential offer is one project, Trump Residences Simaisma by Dar Global, sold off-plan. There are five-bedroom Classical Twin Villas of 451 square metres built up, closest to the course and the sea, and three-bedroom Andalusian and Contemporary attached villas of 199 to 250 square metres on the inland side. Dar Global’s starting prices run from QAR 5.2m for an attached villa, about US$1.43m, to QAR 12.2m for a villa with golf and sea views and QAR 15m on the beachfront. The plan asks for 30% on reservation, six instalments of 10% from March 2027 to September 2029, and 10% on completion, anticipated in December 2030.
Tenure is freehold for every nationality under Cabinet Decision No. 21 of 2026, which amended Cabinet Decision No. 28 of 2020 to add the Simaisma Resort and Beach Project. Every villa is priced above QAR 3.65m, the level from which an owner can apply for permanent residency under Law No. 10 of 2018, subject to its conditions. The Trump name is used under licence: the project is not owned, developed or sold by The Trump Organization. There is no Simaisma price index and no resale history, so the only prices here are the developer’s own, and we read them as asking prices.
How to weigh the timing
The honest risk is sequence. If Land of Legends opens on schedule in 2028, the coast will have visitors two years before it has villa owners, which helps the case for short stays and a working beach club. If the resort zones and the marina lag, a finished villa could sit for some years beside a destination that is still being built. Neither outcome is unusual for a state-led masterplan, but you should choose a plot knowing which neighbours are signed and which are still drawings.
The wider market gives some support without settling the question. Qatar’s residential sales reached QAR 26.6bn across 6,831 deals in 2025, up 43.5% in value year on year (Knight Frank, via Arab News, January 2026). But the sale of a coastal villa 35 minutes from West Bay depends less on national volumes than on whether the destination around it arrives. We would rather you understand the timetable slowly than buy into it quickly.

Simaisma has no price history yet, so the figures below are the developer’s starting prices and the national market around them, not a local index. The ownership notes beside them apply across Qatar; the Simaisma line is that the Resort and Beach Project became freehold for all nationalities in June 2026.

- Who can own
- Foreign buyers of any nationality can own in designated zones under Law 16 of 2018: ten freehold areas, The Pearl-Qatar, West Bay Lagoon and Al Khor Resort among them, plus sixteen further areas held on 99-year usufruct. The tenth, the Simaisma Resort and Beach Project, was added in June 2026. The zones are fixed by Cabinet decision, so we confirm a specific building against the official record rather than relying on the neighbourhood name.
- What you hold
- Freehold title registered in your own name inside the freehold zones, including the established stock on The Pearl-Qatar and the new districts of Lusail. In the usufruct areas you hold a renewable 99-year registered right rather than the land itself. We state which applies before you view.
- Residency
- Property worth at least QAR 730,000, about US$200,000, opens a renewable residence permit for you and your family. From QAR 3.65m, about US$1m, you can apply for permanent residency under Law 10 of 2018, subject to conditions and an annual cap. Both routes hold only while the qualifying ownership is maintained.
- Taxes
- A registration fee of about 0.25% of the price on purchase, and that is broadly the headline cost. Qatar levies no annual property tax, no personal income tax and no individual capital gains tax, and there is no VAT at present. Verify your home-country position independently.
- Letting
- Long lets are the established route, supported by corporate tenant demand in West Bay and a settled international community on The Pearl. Short-stay letting sits under Qatar Tourism licensing, and branded residences often carry in-house rental management. We map what a specific building permits before you bank on rental income.

Can foreign buyers own property in Simaisma outright?
Yes, inside the Simaisma Resort and Beach Project. Cabinet Decision No. 21 of 2026, reported in June 2026, added it to the zones where non-Qataris can own freehold under Law No. 16 of 2018. Title is registered with the Ministry of Justice. The freehold applies to the project, not to the whole town, so we confirm the specific plot against the official record before you reserve.
What can I actually buy in Simaisma right now?
One off-plan project: Trump Residences Simaisma by Dar Global, around the Trump International Golf Club. Three-bedroom attached villas start from QAR 5.2m; villas with golf and sea views start from QAR 12.2m and on the beachfront from QAR 15m. The larger homes are five-bedroom Classical Twin Villas. Completion is anticipated in December 2030, and the binding date is the one in your sale agreement.
Is any of the destination open yet?
Not yet. Ground was broken on Land of Legends Qatar in November 2024, with opening due by 2028. The golf course and villas were contracted in April 2025 for completion around December 2030. The four resort zones and the marina are planned but, as far as we can confirm, not yet awarded. Expect years of construction around you, and treat every image as a render.
Does buying here qualify me for Qatari residency?

What does it cost to buy and to own?
Dar Global’s fact sheet lists registration fees of 1.25% of the price for this project, above the roughly 0.25% government fee in the ownership notes, so ask for the breakdown before you reserve. Service charges are estimated at QAR 5 per square metre of plot area a month, with master community fees on top. Qatar levies no annual property tax and no capital gains tax for individuals.
Is this a Trump Organization development?
No. The project is developed and sold by Dar Global within Qatari Diar’s masterplan, and the Trump name is used under licence. The developer’s own disclaimer states that the licence may be terminated or revoked under its terms, which is worth reading before you pay for the name.
